The Borough of Elmer, Salem County, is soliciting sealed proposals for a range of professional services, including Municipal Auditor, Solicitor, Engineer, Bond Counsel, Land Use Board Solicitor/Engineer, Risk Management Consultant, Insurance Professionals, Licensed Water Department Operator, and various conflict/special counsel roles. These services are being procured in accordance with N.J.S.A. 40A:11-5 and N.J.S.A. 19:44A-20.5 et seq. Key applicant requirements include possessing a New Jersey professional license for a minimum of five years (if applicable), submitting a "Certificate of Good Standing," and providing a comprehensive resume detailing education, licensure, professional affiliations, and compensation proposals. Applicants must also comply with Affirmative Action (P.L. 1975, c.127), Business Registration (P.L. 2004, c.57), and provide a Statement of Ownership (P.L. 1977, c.33). Proposals must be enclosed in an opaque sealed envelope, clearly identifying the applicant and the category of professional services sought, and addressed to the Borough Clerk. The deadline for submission is Tuesday, November 21, 2017, on or before 11:00 A.M. prevailing time, at the Borough of Elmer Municipal Building. The Borough reserves the right to reject any and all proposals, waive minor irregularities, and accept the most favorable proposal.
