NOTICE TO BID
INVITATION FOR BID FOR TRASH, GARBAGE AND RECYCLABLE COLLECTION
AND REMOVAL SERVICES
BOROUGH OF ELMER, SALEM COUNTY, NEW JERSEY
Notice is hereby given that the Mayor and Borough Council of the Borough of Elmer, County of
Salem, and State of New Jersey, will receive sealed bids on Wednesday, November 2, 2016, at
10:00 am, at Council Chambers, Borough Hall, 120 South Main Street, Elmer, New Jersey, for
trash, garbage and recyclable collection and removal services from all units in the Borough of
Elmer, for the period of January 1, 2017 to December 31, 2017 (one year), or the alternate period
of January 1, 2017 to December 31, 2019 (three years), or the alternate period of January 1, 2017
to December 31, 2021 (five years).
All sealed bids must be submitted on bid forms to be provided by the Borough of Elmer which
together with bid specifications may be obtained from the Acting Borough Clerk, Sarah D.
Walker, Borough Hall, 120 South Main Street, Elmer, New Jersey, 10:00 a.m. to 2:00 p.m.,
Monday to Thursday, or call (856) 358-4010 x110 for an appointment.
All bids must be received in sealed envelopes bearing the name and address of the bidder and
"Proposal for Collection and Removal of Trash, Garbage and Recyclable Services for the
Borough of Elmer" on the outside and addressed to Acting Borough Clerk, Sarah D. Walker,
Borough Hall, PO Box 882, 120 South Main Street, Elmer, New Jersey 08318.
The Form of Bid Security shall be Bid Bond in the amount of 10% of the total bid price not to
exceed $20,000 duly executed by the bidder as principal, and issued by a surety company
licensed by the State of New Jersey.
All bidders are required to comply with the requirements of P.L. 1999, c.238, Contractor
Registration. For the purpose of the Public Works Contractor Registration Act, contractors and
any subcontractor or lower tier subcontractor of a contractor must submit with their bid a copy of
the Certification issued by the New Jersey Department of Labor.
Bidders and the contractor during the performance of this Contract shall be required to comply
with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Chapter 33 of New Jersey
Public Laws of 1977.
Bidders are also required to comply with the requirements of P.L. 1975, c. 127 (Affirmative
Action). Bidders are also required to submit a statement of ownership with their bid as required
by P.L. 1977, c. 33 (Disclosure of Ownership) and Disclosure of Investment Activities in Iran
pursuant to P.L. 2012, c. 25.
The Borough Council reserves the right to reject any and all bids and to further waive any
informality in said bids in accordance with law.
