PUBLIC NOTICE
BOROUGH OF ELMER, SALEM COUNTY
NOTICE TO SUBMIT BIDS FOR REPAIRS, INSTALLATION OF SERVICES, AND
REPAIRING STREET DAMAGE DUE TO ROADWAY EXCAVATION FOR THE ELMER
BOROUGH WATER DEPARTMENT
Notice is hereby given by the Borough of Elmer, County of Salem, that sealed bids will be received
by the Borough Clerk on Thursday, December 2, 2021, on or before 11:00 A.M. prevailing time
in the Council Chambers of the Borough Hall, 120 South Main Street, Elmer, New Jersey, for
Repairs, Installation of Services, and Repairing Street Damage due to Roadway Excavation for the
Elmer Borough Water Department for the period of January 1, 2022 to December 31, 2022.
All sealed bids must be submitted on bid forms to be provided by the Borough of Elmer which
together with bid specifications may be obtained from Sarah D. Walker, Borough Clerk, 120 South
Main Street, Elmer, New Jersey, Mondays 10:00 A.M. to 2:00 P.M., or call (856) 358-4010 x110
or email clerk@elmerboroughnj.com for an appointment.
All bids must be received in sealed envelopes bearing the name and address of the bidder and the
words "Repairs, Installation of Services, and Repairing Street Damage Due to Roadway
Excavation for the Elmer Water Department" on the outside and addressed to Sarah D. Walker,
Borough Clerk, P.O. Box 882, 120 South Main Street, Elmer, New Jersey 08318.
All bidders are required to comply with the requirements of P.L. 1999, c.238, Contractor
Registration. For the purpose of the Public Works Contractor Registration Act, contractors and
any subcontractor or lower tier subcontractor of a contractor must submit with their bid a copy of
the Certification issued by the New Jersey Department of Labor.
Bidders and the contractor during the performance of this Contract shall be required to comply
with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, Chapter 33 of New Jersey
Public Laws of 1977.
Bidders are also required to comply with the requirements of P.L. 1975, c. 127 (Affirmative
Action), submit a statement of ownership with their bid as required by P.L. 1977, c. 33 (Disclosure
of Ownership), and provide the Disclosure of Investment Activities in Iran pursuant to P.L. 2012,
c. 25.
The Borough Council reserves the right to reject any and all bids and to further waive any
informality in said bids in accordance with law.
