Curbside Recyclables Collection

The Borough of Elmwood Park, located in Bergen County, New Jersey, is soliciting bids for comprehensive Curbside Recyclables Collection services. The core project involves the regular bi-weekly collection of both co-mingled recyclables (glass, aluminum, plastics, tin cans) and newspaper co-mingled materials (newspapers, junk mail, magazines, scrap paper, cardboard, chip board, brown paper, other paper) from all residential premises and municipal properties across its four designated districts. Additionally, the awarded contractor will be responsible for curbside collection of white goods by appointment and providing dumpsters or receptacles at various municipal sites and specific private properties as outlined. All collections must adhere to a strict schedule, commencing no earlier than 7:00 a.m. and concluding by 4:00 p.m. on designated days. The contractor is also responsible for the disposal or sale of all collected recyclables in accordance with the Bergen County Solid Waste Management Plan and other applicable regulations, and must submit weight and tonnage data to the Borough. Prospective contractors must demonstrate substantial experience, with the bid package requiring detailed questionnaires on years in business, past performance, and municipal contract history, including any prior failures to complete work or litigation. Bidders are mandated to comply with New Jersey's Public Laws, including Chapter 127 (Affirmative Action), N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27, as well as N.J.S.A. 52:25-24.2 requiring disclosure of 10% or greater stockholders/partners. A valid Business Registration Certificate from the New Jersey Department of Treasury, Division of Revenue, is required for both the prime contractor and all subcontractors at the time of bid submission. Comprehensive insurance coverage is mandatory, including Automobile Liability ($1,000,000 Combined Single Limit), Standard Worker’s Compensation, and Comprehensive Broad Form General Liability ($1,000,000 per occurrence Combined Single Limit), with the Borough named as an additional insured.
