A N O T I C E I S H E R E B Y G I V E N that sealed Bid Packets will be received by the Borough Deputy
Clerk for the Borough of Fanwood, County of Union, State of New Jersey on Tuesday, May 14, 2024 at 10:00 am
prevailing time at Fanwood Borough Hall, 75 North Martine Avenue, Fanwood, NJ 07023 at which time and
place the Bid Packets will be publicly unsealed and its contents announced in public for the FOREST ROAD
PARK BUILDING Lobby Alteration Project, Fanwood, NJ.

The scope of Work contemplated for the abovenamed Project includes:
PROVIDE BACK-UP POWER TO BUILDING AS DETAILED ON THE PLANS.
a. TESTING THE KOHLER 20RESA GENERATOR STORED AT THE FANWOOD DEPARTMENT OF
PUBLIC WORKS.
i. CONTACT NORTHEAST GENERATORS 908-312-7002 OR AN EQUALLY QUALIFIED
COMPANY TO PERFORM THE FOLLOWING:
1. PICKING UP THE GENERATOR, TRANSPORT THE UNIT TO AN AUTHORIZED
FACILITY TO PERFORM TESTS BY AN AUTHORIZED TECHNICIAN PER
MANUFACTURER RECOMMENDATIONS.
2. PERFORM 1-HOUR LOAD BANK TESTING TO DETERMINE HEALTH OF
GENERATOR.
3. PROVIDE BASIC MAINTENANCE OF GENERATOR. IF THE GENERATOR IS
DETERMINED TO BE IN GOOD WORKING CONDITION, DELIVER THE
GENERATOR TO THE CONSTRUCTION SITE & SET ON PREPARED
CONCRETE SLAB FOR INSTALLATION.
4. IF GENERATOR IS NOT IN GOOD WORKING CONDITION AND CAN NOT BE
REPAIRED, DISPOSE OF THE GENERATOR.
b. CONSTRUCTION OF A CONCRETE SLAB AS DETAILED (02/E-1.1) TO SUPPORT GENERATOR.
All Work on this Contract shall be completed within 60 Calendar Days from Notice to Proceed.
Contract Documents and Plans for the proposed Work, which have been prepared by DeBiasse &
Seminara Architects, PC, are available at the office of the Borough Engineer at 230 North Avenue, Fanwood,
New Jersey and may be inspected by prospective Bidders during business hours of 8:00 am – 3:30 pm, Monday-
Thursday or 8:00 am-12:00 noon on Friday.
Bidders will be furnished with a copy of the Contract Documents available in the following formats:
1. Digital PDF format for no charge. Email Antonios Panagopoulos for an emailed copy –
apanagopoulos@fanwoodnj.org
2. Hard copy of project specifications to be issued upon proper notice and payment of a non-refundable
charge of Seventy-Five Dollars ($75) payable.to “The Borough of Fanwood” to defray the cost thereof
& pick up at 75 North Martine Avenue, Fanwood, NJ. Should a hard copy be needed, please request a
copy prior to picking up so that it may be printed.
The provided Bid Packet must be completed in the manner designated in the Contract Documents, must
be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on
the outside and must be addressed to Courtney Agnello, Borough Deputy Clerk. Also, Bid Packets must be
accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of
Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the
order of “Borough of Fanwood” for not less than ten percent (10%) of the total bid price amount, except that
the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and
Payment Bonds for the full amount of this Project is required.
The award of the Contract for this Project will not be made until the necessary funds have been provided
by Borough of Fanwood in a lawful manner. By virtue of Executive Order #34 (7❺❸❷), vendors currently
suspended, debarred or disqualified are excluded from participating on this Project.
The successful Bidder shall be required to comply with the applicable statutory requirements of the
Contract Documents and Plans which include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.;
(iii) Business Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work
Contractor Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and
any other legal requirements applicable to this Project.
The Borough of Fanwood intends to award this Project to the lowest responsible and responsive Bidder in
accordance with applicable law. The Borough of Fanwood reserves the right to reject any and all Bid Packets
to the extent permitted by law. An award will be made, or Bid Packets will be rejected within sixty (❷6) Calendar
Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and
unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents.
Please be advised that State Funds through the Green Acres Program are being utilized in this project. Under
N.J.A.C. 7:1-5, vendors currently suspended , debarred, or disqualified are excluded from participation on this
project.
