RFP Public Notice 2027 Health Insurance Broker & Benefits Consultant

The Borough of Fanwood, Union County, New Jersey, is soliciting proposals for Health Insurance Broker and Benefits Consultant Services for the Calendar Year 2027. This engagement, spanning from January 1, 2027, through December 31, 2027, requires the selected firm to act as the Broker of Record and provide comprehensive benefits consulting for the Borough's employee and retiree health benefits programs. The scope of work includes expert advice on plan design, carrier selection, ongoing management, and complete transparency regarding compensation, with all carrier fees fully disclosed and credited back to the Borough. This procurement is identified as an extraordinary unspecifiable service, exempt from public bidding under N.J.S.A. 40A:11-5(1)(a)(ii) and N.J.A.C. 5:34-2.3, and will be awarded through a fair and open process as per N.J.S.A. 19:44A-20.4 et seq. Mandatory compliance includes N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 concerning Affirmative Action, along with holding a valid New Jersey Business Registration Certificate. The Borough explicitly reserves the right to reject any or all proposals and to award the contract to the proposer deemed most advantageous, considering price and other qualitative factors.
