Radio Frequency Read Water Meters

Florence Township, Department of Water and Sewer, is seeking bids for Radio Frequency (RF) Read Water Meters. The project involves the comprehensive supply of Neptune R-900 equivalent water meters and associated replacement heads in various quantities, along with necessary transfer software, reader devices, integration services, and training. This procurement aims to upgrade and maintain the Township's water distribution and billing infrastructure. The scope encompasses meters in sizes from 5/8" x 3/4" to 8", requiring adherence to AWWA Standard C-700 through C-707, featuring absolute encoder type remote reading systems, and utilizing robust registering techniques like Nutating Disk. All units must be lead-free, constructed from brass, and treated with corrosion-resistant materials for microprocessors and contacts, ensuring compatibility with existing Township equipment and software. Prospective contractors must propose brand-new equipment from the 2026 or current production year, with no demonstrator models accepted. Critical warranty provisions include a minimum twenty (20) year warranty for the battery and radio components, and a minimum ten (10) year warranty for the meter itself, with batteries required to be field-replaceable. Bidders must certify that the devices do not require FCC licensing for operation or maintenance. Required submission elements include warranty literature, detailed service capabilities, evidence of device accuracy and tolerances, and a list of three professional references. Furthermore, strict compliance with New Jersey statutes is mandatory, including P.L. 1975 C.127 (Affirmative Action), N.J.S.A. 10:2-1 et seq. (Anti-Discrimination), and the Americans with Disabilities Act of 1990. Sealed bid proposals must be submitted to the Township Clerk no later than Tuesday, May 12, 2026, at 11:00 A.M., when they will be publicly opened and read aloud. Bidders are required to use official Florence Township proposal forms, ensuring the submission is enclosed in a sealed envelope clearly labeled with the project name. Each bid must be accompanied by a Non-Collusion Affidavit, a Statement of Ownership Disclosure, an Affirmative Action Certification, a Combined Certification regarding Prohibited Activities in Russia and Belarus & Investment Activities in Iran, a Business Registration Certificate, and a Certificate of Insurance demonstrating an aggregate general liability limit of at least $1,000,000. A bid guarantee in the form of a certified check or bid bond, equal to 10% of the total bid amount (not exceeding $20,000), is also compulsory.
