PUBLIC NOTICE 
TOWNSHIP OF FREEHOLD 
NOTICE OF SOLICITATION OF PROPOSALS FOR THE 2025 PROFESSIONAL SERVICES- 
ENVIRONMENTAL CONSULTANT (LRSP) 
 
PLEASE TAKE NOTICE that the Township of Freehold is accepting proposals for the 2025 
Professional Services-Environmental Consultant (LRSP) 
 
   
 
A copy of the proposal document may be obtained at the office of the Freehold Township 
Purchasing Agent, One Municipal Plaza, Freehold, NJ  07728 during regular business hours, 8:30 A.M. to 
4:30 P.M.     
 
 
All proposals shall be submitted by PDF to the Purchasing Agent, Township of Freehold,  
adigiovanni@twp.freehold.nj.us  by Tuesday, December 24, 2024 by 10:00 a.m. 
 
 
This project shall be awarded through a “fair and open” process pursuant to N.J.S.A.19:44A-20.4, 
et seq., whose proposal is most advantageous to the Township of Freehold, price and other factors 
considered, in accordance with the review criteria set forth in the Request for Proposals. 
 
 
The Township of Freehold reserves the right to reject any or all submissions due to any defects or 
waive informalities and accept any submissions that in its judgment will be in the best interest of the 
Township of Freehold.  The Township of Freehold shall award the Contract or reject all submissions no 
later than sixty (60) days from receipt of same.  
 
 
Bidders are required to comply with the requirements of P.L. 1974, c.127 (N.J.A.C. 17:27 et 
seq.), N.J.S.A. 10:5-31; N.J.S.A. 19:44-20.5 et seq.
