PROJECT CONSTRUCTION NOTES
1. TOPOGRAPHICAL INFORMATION OBTAINED IN THE FIELD BY FREEHOLD TOWNSHIP
ENGINEERING DEPARTMENT ON SEPTEMBER 14, 2023 AND SEPTEMBER 15, 2023.
TOPOGRAPHICAL INFORMATION IS APPROXIMATE AND SHALL NOT BE TAKEN AS A FORMAL
SURVEY.
2.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING ALL PERMITS NECESSARY FOR
CONSTRUCTION IN ACCORDANCE WITH EXISTING LOCAL,COUNTY, OR STATE REGULATIONS,
OR ANY OTHER AGENCY HAVING JURISDICTION IN THESE MATTERS.
3.
THE CONTRACTOR IS RESPONSIBLE FOR AND SHALL VERIFY ALL DIMENSIONS AND DETAILS
BEFORE PROCEEDING WITH WORK, ANY DISCREPANCIES SHALL BE BROUGHT TO THE
IMMEDIATE ATTENTION OF THE ARCHITECT / ENGINEER.

ALL PROPOSED SITE CONCRETE SHALL BE NJDOT CLASS B.

ALL REGRADED AREAS AT THE SITE WHICH ARE NOT DESIGNATED AS PAVED OR CONCRETE
SURFACE AREAS SHALL BE RESTORED WITH 4" THICK TOPSOIL AND SOD.
7.
ALL GRADING OPERATIONS SHALL PROVIDE FOR POSITIVE DRAINAGE AWAY FROM ALL
BUILDINGS AND STRUCTURES AND SHALL ELIMINATE PONDING AREAS. ALL NEW PAVED AND
CONCRETE SURFACES SHALL FOLLOW EXISTING DRAINAGE PATTERNS. CONTRACTOR SHALL
RESTORE ALL AREAS OF SITE DAMAGED BY EQUIPMENT, EXCAVATION OR OTHER WORK .
LAWN, LANDSCAPING, IRRIGATION, WALKWAYS, ETC.)
8.
INFORMATION AS TO THE LOCATION OF EXISTING UTILITIES IS APPROXIMATE. THE LOCATIONS
SHOWN ON THE CONTRACT DRAWINGS ARE NOT GUARANTEED AS TO THEIR ACCURACY. THE
CONTRACTOR IS PARTICULARLY DIRECTED TO THE FACT THAT UNDERGROUND OBJECTS OR
MATERIAL LOCATIONS, ELEVATIONS, OR TYPE IS NOT WARRANTED TO BE APPROXIMATELY
CORRECT (NOR CAN THEY BE ASSUMED TO BE THE ONLY SUBSURFACE OBJECTS OR
MATERIAL WHICH MAY BE ENCOUNTERED DURING THE EXCAVATION.) THE CONTRACTOR
SHALL MAKE ALL NECESSARY INVESTIGATIONS TO SATISFY HIMSELF AS TO THE EXISTING
CONDITIONS PRIOR TO BIDDING WORK.
9.
THE CONTRACTOR IS ADVISED THAT IT IS HIS RESPONSIBILITY TO CONTACT 1-800-272-1000
AND REQUEST THE REQUIRED MARK-OUTS PRIOR TO CONSTRUCTION. THE CONTRACTOR IS
RESPONSIBLE TO COORDINATE THE LOCATION OF THE UTILITIES WITH THE UTILITY
COMPANIES PRIOR TO CONSTRUCTION.
10.
EVERY EFFORT HAS BEEN MADE TO THOROUGHLY DOCUMENT THE EXISTING CONDITIONS AT
THE SITE AND THE EXTENT OF THE PROPOSED WORK. HOWEVER, AS WITH ANY
IMPROVEMENT PROJECT, THERE IS NO GUARANTEE THAT ALL CONDITIONS HAVE BEEN
DOCUMENTED IN THESE PLANS. SHOULD THE CONTRACTOR ENCOUNTER A SITUATION
WHERE ADDITIONAL REPAIRS, BEYOND WHAT WAS ANTICIPATED, ARE REQUIRED THEN THE
ARCHITECT / ENGINEER SHOULD BE CONTACTED IMMEDIATELY AND INFORMED WHAT
ADDITIONAL WORK WILL BE REQUIRED.
11.
THE CONTRACTOR IS RESPONSIBLE TO MAINTAIN MEANS OF SAFE INGRESS AND EGRESS TO
PATRONS OF THE PARK THROUGHOUT THE COURSE OF THE WORK AND TO PROVIDE FOR THE
SAFE MAINTENANCE AND PROTECTION OF TRAFFIC.
12.
THE CONTRACTOR IS HEREIN ADVISED THAT ALL WORK TO BE PERFORMED SHALL BE
GOVERNED BY THE LOCAL MUNICIPAL ORDINANCES. THIS SHALL INCLUDE THE PROVISIONS IN
THEIR CODES WHICH SET FORTH PERMITTED HOURS OF CONSTRUCTION WITHIN THE
MUNICIPALITY. NO WORK IS PERMITTED ON WEEKENDS AND HOLIDAYS.
13.
IF APPLICABLE, THE CONTRACTOR SHALL CONTINUOUSLY DEWATER ALL EXCAVATIONS UNTIL
BACKFILLING OPERATIONS HAVE BEEN COMPLETED. PRIOR TO DISCHARGE TO STREAMS, SILT
SHALL BE SETTLED OUT IN AN APPROVED SETTLING BASIN.
14.
THE CONTRACTOR SHALL MAINTAIN THE FLOW OF ALL STREAMS, DRAINAGE DITCHES AND
STORM SEWERS AT ALL TIMES BY A MEANS ACCEPTABLE TO THE ENGINEER AND ALL
RESPONSIBLE AGENCIES.
15.
THE CONTRACTOR SHALL COMPLY WITH ALL REQUIREMENTS OF THE STATE OF NEW JERSEY
WORKER HEALTH AND SAFETY ACT (N.J.A.C. 12:110 ET. SEQ.) AS AMENDED AND THE UNITED
STATES OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA) (29 CFR 1910), AS AMENDED WITH
REGARDS TO WORKER AND JOBSITE SAFETY.
16.
THE CONTRACTOR SHALL BE REQUIRED TO REMOVE AND DISPOSE OF ALL SURFACES AND /
OR MATERIALS (INCLUDING BUT NOT LIMITED TO PAVEMENT, PAVERS, CONCRETE, TOP SOIL,
MULCH, CINDERS, ETC.) TO THE LIMITS AND DEPTH REQUIRED FOR THE CONSTRUCTION OF
THE PROPOSED BUILDING AND THE INSTALLATION OF THE PROPOSED SITE
IMPROVEMENTS DESCRIBED ON THIS PLAN. THE COST OF THE DEMOLITION / REMOVAL AND
DISPOSAL OF THESE MATERIALS SHALL BE INCLUDED WITHIN THE COST OF THE
CONTRACTOR'S BID.
17.
ALL PROPOSED SITE IMPROVEMENTS DESCRIBED ON PLANS HEREON SHALL BE INCLUDED IN
THE CONTRACTOR'S BID.
18.
ALL AREAS DISTURBED DURING CONSTRUCTION SHALL BE RESTORED. ALL GRASS AREAS
SHALL BE RESTORED WITH 4" THICK TOP SOIL AND SOD.
19.
THE CONTRACTOR SHALL TAKE CARE AND CAUTION TO PRESERVE AND PROTECT ALL
EXISTING PAVEMENTS, CURBS, GRASS AREAS, SIDEWALK, FENCES, UTILITIES, AND AREAS
ALONG AND ADJACENT TO THE LINES OF WORK. SPECIAL CONSIDERATION SHALL BE TAKEN
BY THE CONTRACTOR REGARDING ACCESS OF EQUIPMENT TO PERFORM THE NECESSARY
WORK FOR THE PROJECT AS DESCRIBED AND DETAILED WITHIN THE PROJECT PLANS AND
SPECIFICATIONS CONTAINED HEREIN. ANY DESTRUCTION TO ANY OF THE ABOVE, BEYOND
THE LIMITS OF THE WORK DESCRIBED OR CAUSED BY CARELESS CONSTRUCTION
PROCEDURES SHALL BE REPLACED AT THE CONTRACTOR'S OWN EXPENSE. THE
CONTRACTOR SHALL BE RESPONSIBLE TO FIX ANY UTILITIES DAMAGED BY THE WORK
PERFORMED UNDER THIS CONTRACT (INCLUDING BUT NOT LIMITED TO IRRIGATION, ELECTRIC,
WATER AND SEWER).
20.
THE CONTRACTOR REPRESENTS THAT HE IS AN EXPERT IN THE PERFORMANCE OF THE BASIC
CONTRACT, HAS SECURED EXPERT SUBCONTRACTORS IN AREAS OF SPECIAL SERVICES, AND
HAS EQUIPMENT IN EXCELLENT WORKING CONDITION AND SKILLED PERSONNEL TO ASSURE
THE SUCCESSFUL COMPLETION OF THE PROJECT. THE MUNICIPALITY RESERVES THE RIGHT,
PRIOR TO AWARD OF THE CONTRACT, TO SECURE FURTHER ASSURANCE OF THIS EXPERTISE
IN THE FORM OF THE CONTRACTOR'S QUALIFICATIONS AND PERFORMANCE.
21.
A MINIMUM OF ONE WEEK PRIOR TO PROJECT START UP AND AFTER DELIVERY OF CONTRACT
DOCUMENTS AND OTHER DATA AS DEEMED NECESSARY, A PRECONSTRUCTION MEETING
SHALL BE HELD TO REVIEW THE PROJECT DETAILS. IT IS ANTICIPATED THAT A
PRECONSTRUCTION MEETING WILL BE SCHEDULED AS SOON AS POSSIBLE AFTER CONTRACT
AWARD.
22.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE MOBILIZATION OF EQUIPMENT TO THE
SITE, SET UP OF SAFETY FENCING TO SECURE THE SITE, DELIVERY OF MATERIALS,
PREPARATION OF STAGING AREA(S), COORDINATION OF UTILITY MARK OUTS, SET UP
TEMPORARY UTILITIES, REMOVAL AND PROPER DISPOSAL OF ANY AND ALL EXCAVATED
MATERIALS REQUIRED FOR THE INSTALLATION OF THE ITEMS DESCRIBED HEREIN, AND ALL
ELSE NECESSARY AND INCIDENTAL TO PREPARING THE SITE FOR THE CONTRACTOR'S
OPERATIONS.
23.
THE CONTRACTOR IS TO MAKE ALL NECESSARY ARRANGEMENTS FOR TEMPORARY UTILITIES
REQUIRED OR HEREIN SPECIFIED. UPON COMPLETION OF THE WORK, THE TEMPORARY
UTILITIES ARE TO BE REMOVED.
24.
THE CONTRACTOR IS TO DELIVER EQUIPMENT AND MATERIALS TO THE SITE AND STORE THEM
IN ORIGINAL CONTAINERS SUITABLY SHELTERED FROM THE ELEMENTS. ALL EXCAVATED
MATERIALS, CONSTRUCTION EQUIPMENT AND MATERIALS TO BE INCORPORATED INTO THE
NEW WORK ARE TO BE SO PLACED AS NOT TO DAMAGE THE WORK AREA AND SO PLACED
THAT FREE ACCESS MAY BE HAD AT ANY TIME TO ALL PARTS OF THE WORK. MATERIALS ARE
TO BE KEPT NEATLY PILED AND COMPACTED AND CONVENIENTLY STORED SO AS NOT TO
INCONVENIENCE THE PUBLIC AND PARK EMPLOYEES.
25.
ALL PROPOSED CONCRETE WALKWAYS AND CONCRETE PADS SHALL BE INSTALLED WITH A
6-INCH THICK ¾” CLEAN STONE SUBBASE THAT SHALL BE PLACED ON A LEVEL AND
COMPACTED SUBGRADE IN PREPARATION FOR CONCRETE PLACEMENT. CLEAN STONE SHALL
BE INSTALLED UNIFORMLY IN THICKNESS AND COMPACTED PRIOR TO PLACEMENT OF
CONCRETE. CONCRETE FORMS SHALL BE BUILT OF SUCH THICKNESS AND STIFFNESS AND
SO BRACED THAT THEY ARE UNYIELDING WHEN THE CONCRETE IS PLACED AGAINST THEM.
FORMS SHALL BE TRULY ESTABLISHED TO THE LINE AND GRADE TO MAINTAIN THE EXISTING
DRAINAGE PATTERNS AT THE SITE OR AS DESCRIBED ON THE PLANS AND MAINTAIN A
MAXIMUM CROSS-SLOPE OF 2% OR LESS. CONCRETE SHALL NOT BE PLACED WHEN THE AIR
TEMPERATURE IS PREDICTED TO FALL BELOW 40 DEGREES FAHRENHEIT DURING POURING
OR WITHIN THE 72 HOURS FOLLOWING UNLESS PREPARATIONS ARE MADE AND PRECAUTIONS

SUFFICIENTLY TO PREVENT DAMAGE, THE FINISHED SURFACE SHALL BE COVERED WITH FELT
OR FABRIC MATS WHICH WILL EFFECTIVELY PREVENT RAPID DEHYDRATION AND, IN EITHER
CASE, KEPT WET FOR AT LEAST THREE (3) DAYS. THE FRESHLY FINISHED SURFACE SHALL BE
PROTECTED FROM HOT SUN AND DRYING WINDS UNTIL IT CAN BE KEPT WET AND COVERED
AS ABOVE SPECIFIED. THE CONTRACTOR SHALL HAVE ON HAND SUFFICIENT POLYETHYLENE
TARPS TO COVER ALL CONCRETE WORK POURED ON ANY DAY IN THE EVENT OF RAIN.

CONCRETE SHALL BE NJDOT CLASS “B” CONCRETE, AIR ENTRAINED AND WITH A MAXIMUM
SLUMP OF 4 TO 6 INCHES OR AS OTHERWISE DESCRIBED IN THE NJDOT STANDARD
SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION, LATEST EDITION. 10. CLEAN
STONE SHALL BE ¾" CLEAN WASHED STONE FREE OF ALL FINES AND DEBRIS. 11. NJDOT
9.5M64 BITUMINOUS SURFACE COURSE ASPHALT SHALL BE PAVED SO THAT THE ASPHALT
THICKNESS IS 2-INCHES AFTER COMPACTION. EQUIPMENT AND CONSTRUCTION SHALL BE IN
CONFORMANCE WITH THE APPLICABLE SUBSECTION OF THE NJDOT STANDARD
SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION. THE OVERLAY SHALL BE MACHINE
LAID, FINISHED AND ROLLED. THERE SHALL BE NO CASTING OF BITUMINOUS MATERIALS
BEHIND THE PAVING OPERATION. NO MATERIAL SHALL BE LAID WHEN THE TEMPERATURE
FALLS BELOW 50 º F OR IF THE EXISTING SURFACE IS WET OR DAMP. ANY VOIDS LEFT IN THE
SURFACE SHALL BE FILLED WITH A SAND-ASPHALT MIX AND PROPERLY ROLLED. THE
CONTRACTOR SHALL ASSURE THAT THE NEW PAVEMENT PROVIDES A SMOOTH FLOW OF
WATER WITHOUT PUDDLING OR RESTRICTION.

INLETS MAY BE CONSTRUCTED OF PRECAST CONCRETE OR CONCRETE BLOCK. IF CONCRETE
BLOCK IS UTILIZED THE BOTTOM OF THE INLET SHALL BE POURED IN PLACE CONCRETE AS
DETAILED ON THE SITE PLAN AND THE OUTSIDE OF THE WALLS SHALL BE PLASTERED WITH 1
2"
COAT OF 1:2 CEMENT SAND MORTAR. THE INLET CASTING SHALL BE TYPE "A" CAMPBELL
FOUNDRY PATTERN NO. 3405 OR APPROVED EQUAL. INLET GRATES SHALL BE NJDOT BICYCLE
GRATE MANUFACTURED IN ACCORDANCE WITH NJDOT SPECIFICATIONS RELATED TO
OPENING SIZE AND OPENING SEPARATIONS AS DESCRIBED ON THE PLANS. THE GRATE SHALL
BE STAMPED WITH THE WORDS "DUMP NO WASTE DRAINS TO WATERWAYS". DRAINAGE PIPES
SHALL BE 12" DIAMETER ADS N-12 SOLID PIPE (OR APPROVED EQUAL). ROOF DRAIN PIPES
SHALL BE 6" DIAMETER PVC. CLEAN STONE SHALL BE 3

EXCAVATION SHALL BE ACCOMPLISHED UTILIZING EQUIPMENT SUITABLE FOR THIS TYPE OF
WORK. THE EXCAVATION SHALL BE CARRIED TO THE WIDTH, DEPTH AND LENGTH REQUIRED
ON THE PLANS. ALL EXCAVATED MATERIAL SHALL BE DISPOSED OF BY THE CONTRACTOR IN
ACCORDANCE WITH THESE SPECIFICATIONS. FOR THE DRAINAGE PIPE, 6" OF 3
4" CLEAN STONE
BEDDING SHALL BE PLACED IN THE BOTTOM OF THE EXCAVATION AT THE GRADES AND SLOPE
DESCRIBED ON THE PLANS IN PREPARATION FOR THE PLACEMENT OF THE PIPE. DRAINAGE
PIPE AND TYPE "A" INLETS SHALL BE INSTALLED IN ACCORDANCE WITH THE ELEVATIONS AND
DETAILS DESCRIBED ON THE SITE PLAN. ONCE ALL PIPE IS INSTALLED AND INLETS ARE SET,
THE CONTRACTOR SHALL NOTIFY THE ENGINEER FOR AN INSPECTION PRIOR TO BACKFILLING.
ONCE INSPECTED AND APPROVED, THE PIPE SHALL BE BACKFILLED WITH 3
4" CLEAN STONE TO
12" ABOVE THE DRAINAGE PIPE. IN LAWN AREAS, THE REMAINDER OF THE EXCAVATION SHALL
BE BACKFILLED AND COMPACTED WITH ACCEPTABLE IN-SITU MATERIAL AND CAPPED WITH
4"-6" OF TOPSOIL, FERTILIZER AND SOD.
29.
FOR THE ROOF DRAINS, THE PIPE AND ASSOCIATED CLEANOUTS SHALL BE INSTALLED IN
ACCORDANCE WITH THE INVERT ELEVATIONS DESCRIBED ON THE PLAN. THE ROOF DRAIN
PVC MAY BE BACKFILLED AND COMPACTED WITH ACCEPTABLE IN-SITU MATERIAL. THE COST
OF THE CLEANOUTS SHALL BE INCLUDED WITH THE UNIT COST OF THE DRAINAGE PIPE

This Addendum is issued for the purpose of amending certain requirements of the Contract Documents as
noted hereinafter and answer questions submitted by the bidders, and hereby made part of and incorporated
in full force as part of the Contract Documents. Unless specifically noted or specified herein, all work shall
comply with the applicable provisions of the Contract Documents.

Bidding Questions
1. Please confirm if electrical storage room door to be fiberglass door with aluminum frame and
aluminum louvers.
•
Exterior rated aluminum louvre access door to be allowed in lieu fiberglass.
Exterior Finish = TBD
2. Please provide name of the manufacturer for the of design consideration for proposed new pavilion.
•
The pavilion that was referenced for the basis of design was RCP SHELTERS. INC.

3. Please confirm if topsoil and seeding is an accepted method of the landscaping restoration for the
area that will be excavated to accommodate the new electrical service from existing transformer to the
new stage.
•
All disturbed areas within the project area and limits shall be restored with 4” topsoil and sod
including disturbance including but not limited to utility disturbance, construction
disturbance, concrete disturbance, etc. See revised site plan sheet C101.
4. Please confirm that special inspections for structural steel and concrete as outlined in Chapter 17th of
NJ building code and project detail notes on page S-200 is not required for this project and inspectors
will not be retained by the owner.
•
The building department requires structural steel third party inspections to be hired by the
contractor.
5. Please confirm if this project is tax exempt and permit fees will be waived.
•
There are no Township permit fees associated with this project. As to the tax exemption, the
Township cannot provide individual tax advice to potential contractors and urges consultation
with your own attorney as to any tax exemptions.
However, please be advised that guidance from the New Jersey Division of Taxation on this
topic can be found here: https://www.nj.gov/treasury/taxation/pdf/pubs/sales/su3.pdf,
which at page 10 provides the following:
Exceptions
Exempt Organizations. Charges for labor and materials are exempt from tax when the
contractor is performing work on the property of: (1) an exempt organization; (2) a New Jersey
or federal governmental agency; (3) a qualified business in an Urban Enterprise Zone; or (4) a
qualified housing sponsor. This rule applies regardless of whether the work is a capital
improvement, repair, maintenance, or installation service.
The contractor does not pay Sales Tax on materials and does not charge Sales Tax on the
labor portion of the bill, provided the contractor receives a fully completed exemption
certificate (purchase order or official contract in the case of a governmental organization)
and provides the supplier with the appropriate exemption certificate when purchasing
materials. (See Exemption Certificates.)
6. Det 6 on drawings A-202 No stamped finish concrete on ramp. But Det 7 on drawings A-202 on ramp
(not 4) it is stamped finish concrete. On drawings A-101 on ramp look like no stamped concrete.
Please clarify.
•
The ramp does not require a stamped pattern. Refer to pattern shown on A-101 for extent of
stamping. In addition refer to revised sheet A-202 for corrections to details 6 and 7.
7. Please provide complete catalog numbers for the light fixtures, specifically the type "B" fixture by
ETC. Electrical drawing E-101.00, General Note #5 states: "ALL lighting equipment, including relay
panel, DMX controller, wireless interfaces, and ALL associated devices are by "others".
•
Refer to revised sheet A-102 for type “B” fixture complete catalog number.

General note on sheet #5 refers to the design of the associated lighting equipment, relay
panel, DMX controller, and wireless interfaces to be “designed by others”. This associated
equipment should be purchased under this contract.
9. The bid form reflects an allowance of $65,000 to be carried in the bid. However, according to
specification section 01200-3 item 3.3, the allowance is listed as $50,000. Please advise.
•
Refer to the revised bid form which reflects an updated allowance of $50,000 to be carried in
the bid.
