N O T I C E T O B I D D E R S
A N O T I C E I S H E R E B Y G I V E N that sealed Bid Packets will be received by the Purchasing Agent for
the Township of Freehold, County of Monmouth, State of New Jersey on Tuesday, April 8th, 2025 at 10:00 am
prevailing time at the Freehold Township Municipal Building, located at 1 Municipal Plaza, Freehold, New Jersey
07728 at which time and place the Bid Packets will be publicly unsealed and its contents announced in public for the
East Freehold Road Improvements.
The scope of Work contemplated for the above named Project includes the removal and replacement of certain sections
of deteriorated concrete curb, replacing sections of concrete sidewalk in disrepair, installation of concrete sidewalk in
certain areas where none currently exists, installation of ADA accessible curb ramps, upgrading existing ADA
accessible curb ramps to current standards, cleaning and/or repairs of existing drainage inlets, installation of circular
rapid flashing beacons and associated pedestrian crossings, milling of the existing pavement surface, base course
repairs as needed by visual inspection of the milled surface, a 2-inch pavement course overlay and striping of the
roadway as well as all other Work of any type or description necessary for contemplation of the Project, whether or
not specifically described in these Contract Documents. All Work on this Contract shall be completed within 120
Calendar Days from Notice to Proceed.
Contract Documents and Plans for the proposed Work, which have been prepared by Francis W. Mullan, P.E., C.M.E.,
of the firm of T&M Associates will be made available electronically or at the office of said Engineer at 11 Tindall
Road, Middletown, NJ, 07748. Interested bidders must send an email request to Patti Sirico at
PSirico@tandmassociates.com. Bidders interested in receiving bid packages electronically will be provided with a
link to download the documents after receipt of proper notice and payment of a non-refundable charge of Twenty-
Five Dollars ($25.00) payable to “T&M Associates” to defray the cost thereof. Bidders interested in obtaining hard
copies of the documents in person from the office must make an appointment with Patti Sirico. Bidders will be
furnished with a hard copy of the Contract Documents upon proper notice and payment of a non-refundable charge of
One Hundred Dollars ($100.00) payable to “T&M Associates” at the offices of T&M Associates to defray the cost
thereof.
The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed
in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must
be addressed to Township Purchasing Agent. Also, Bid Packets must be accompanied by a Statement of Consent of
Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and
either a Bid Bond or a Certified Check drawn to the order of “The Township of Freehold” for not less than ten percent
(10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby
notified that a Performance and Payment Bonds for the full amount of this Project is required.
The award of the Contract for this Project will not be made unless and until the necessary funds have been provided
by The Township of Freehold in a lawful manner. Please be advised that this Project is being funded through Township
of Freehold. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are
excluded from participating on this Project.
The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract
Documents and Plans which include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business
Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor
Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements (N.J.S.A. 10:5-1, et seq.); and any other legal
requirements applicable to this Project.
The Township of Freehold intends to award this Project to the lowest responsible and responsive Bidder in accordance
with applicable law. The Township of Freehold reserves the right to reject any and all Bid Packets to the extent
permitted by law. An award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the
opening of the Bid Packets.
The contract shall not be approved until a favorable eligibility determination has been made by the New
Jersey Department of Transportation.
