NOTICE IS HEREBY GIVEN that sealed Bid Proposals will be received by Township of Freehold,
Freehold, NJ 07728 for:
MUNICIPAL BUILDING LOUNGE AND BATHROOM INTERIOR
RENOVATIONS
For the
TOWNSHIP OF FREEHOLD
One Municipal Plaza
Freehold, New Jersey 07728
In accordance with Drawings and Project Manuals, Commission No. 22M005, dated April 7,
2023, together with all work incidental thereto as prepared by the SPIEZLE ARCHITECTURAL
GROUP, INC., 1395 Yardville Hamilton Square Road, Suite 2A, Hamilton, New Jersey, 08691.
Sealed bids for the above must be received as a Single Lump Sum Bid by the Township of Freehold, Ms.
Andrea DiGiovanni, Purchasing Agent at the Township Building located at One Municipal Plaza
Freehold, NJ 07728 by 10:00 A.M., prevailing time on Wednesday, May 10, 2023 in Room 114, at
which time all bids will be opened and read to the public immediately thereafter. Neither the Owner,
nor the Architect will assume any responsibility for bids mailed or misdirected in delivery. No bid
may be withdrawn for a period of sixty (60) calendar days from the opening of the bids.
Complete sets of Bidding Documents will be available on Spiezle's website at www.spiezle.com/current-
bidding/. You will be required to fill out the online contact form to obtain the bidding documents. Should
you have any questions, please contact the Architect’s office at 866-974-7666.
All bidders must use and complete all bid forms provided in the manner designated and must comply with
all requirements contained in the instructions and specifications. Bids shall be placed in a sealed envelope
with the name of the project clearly marked on the front of the envelope and accompanied by a bid guarantee
in the form of a Certified Check, Cashier’s Check, or Bid Bond in the amount of Ten Percent 10% of the
bid, but not more than $20,000.
A pre-bid walk through will be held at the Township Building, One Municipal Plaza,
Freehold, NJ 07728 at 10:00 AM on Wednesday, April 19, 2023, followed by a tour of the
project site(s), prevailing time for the purpose of considering questions posed by the bidders.
Due to the special nature of the work involved that can only be seen by an in-depth visitation, the
attendance of all the bidders is requested and STRONGLY ENCOURAGED as an integral and
important element of the bidding process so that all bidders have an equal understanding of the
scope of work involved.
SINGLE-OVERALL CONTRACT BID
Sealed Bid Proposals shall be received as follows:
The bidder shall be classified by the New Jersey Department of the Treasury, Division of Property
Management and Construction (DPMC) in the following trade(s):
C008 – GENERAL CONSTRUCTION or
C009 – GENERAL CONSTRUCTION/ALTERATIONS AND ADDITIONS
and
C030 – PLUMBING
C047 - ELECTRIC
Subcontractors named in the Form of Bid Proposal for Structural Steel, Plumbing, Heating
Ventilating and Air Conditioning, and/or Electric, who perform any work on the Project must be
prequalified prior to the submission of bids, pursuant to the State of New Jersey Division of Property
Management and Construction (DPMC). Each bid must be accompanied by proof of Contractor’s
DPMC classification status.
Bidders are required to comply with requirements of N.J.S.A. 10:5-1 et seq., “The Law Against
Discrimination,” and affirmative action, N.J.S.A. 10:5-31 et seq. and N.J.AC. 17:27-1 et seq.
All bidders and their subcontractors shall be registered with the New Jersey Department of Labor
and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A.
34:11-56.48 et seq. Prior to award, bidder must provide a Certificate issued by the New Jersey
Department of Labor, pursuant to the Public Works Contractor Registration Act, and a New Jersey
Business Registration Certificate issued by the New Jersey Department of Treasury, Division of
Revenue for the bidder and all subcontractors (i.e., “named subcontractors”) whose prices are
included in the Contractor’s bid.
Pursuant to P.L. 2009, c.315 and/or N.J.S.A. 52:32-44 Business Registration of Public Contractors,
Prior to award, bidder and all named subcontractors must provide a New Jersey Business
Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue of
the Bidder and must include that of all subcontractors i.e., “named subcontractors”, whose prices
are included in the Contractor’s bid. If not included with the bid, these documents must be
submitted prior to award.
The Owner reserves the right to reject all bids and waive any minor informality in the bidding
process in accordance with the law, if it is in the best interest of the Owner. The Contract, if
awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all
material respects to the bid requirements. No bid shall be deemed accepted until the adoption
of a formal resolution by the Owner.
