NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Township Purchasing Agent for
the Township of Freehold, County of Monmouth, State of New Jersey on TUESDAY, JULY 30,
2024 at 10:00 AM local prevailing time at the Municipal Building, 1 Municipal Plaza, Freehold,
New Jersey at which time and place bids will be opened and read in public for the following bid:
MICHAEL J. TIGHE PARK TRAIL AND PEDESTRIAN BRIDGE
The project scope includes site clearing, the construction of an 1,100-linear foot hot mix asphalt
trail, installation of a 50-foot prefabricated pedestrian truss bridge and foundations, extension of
an existing 30” storm sewer outfall pipe, site restoration, and associated work. The project area is
accessible via the Remembrance Road entrance to Michael J. Tighe Park from Georgia Road.
The proposed improvements are situated east of the existing easternmost softball fields and will
extend across a tributary branch of the Manasquan River to an existing asphalt path located along
Polo Club Drive.
Specifications and other bid information may be obtained at the office of the Freehold Township
Purchasing Agent, One Municipal Plaza, Freehold, N.J., during regular business hours 8:30 am –
4:30 pm. for a non-refundable fee of $120.00 will be required for each set of specifications. Bids
must be made on the proposal forms included with the bid specification, be enclosed in a sealed
package bearing the name and address of the bidder and “Bid Title, Name and Contract” on the
outside, addressed to the Purchasing Agent at the address above.
Bidders are required to comply with the requirements of P.L.1975, c.127 (N.J.A.C. 17:27-1 et
seq.), N.J.S.A. 10:5-31 et seq.; N.J.S.A. 19:44-20.5 et seq. The bid award will be made to the
lowest possible bidder in accordance with applicable law.

CLARIFICATION NO. 1
To all Prospective Bidders:
This notice is issued for clarification purposes. This is not an addendum. Receipt of this clarification shall not
be indicated on the bid proposal.
CLARIFICATION:
1. Outside Agency Permits
The Township has submitted an application to the NJDEP for the following permits which are
anticipated to be obtained prior to the start of construction:
1. Flood Hazard Area Individual Permit
2. Freshwater Wetlands General Permit #11 (outfall construction)
3. Freshwater Wetlands General Permit #17 (trail construction)
A Soil Erosion and Sediment Control Plan Certification has been obtained from the Freehold
Soil Conservation District.
Contractors shall anticipate working within the limits of disturbance as shown on the bid
plans.
2. Bridge Design Parameters
The 100-year flood elevation for this tributary of the Manasquan River is 85.9 feet as shown
on Sheet 9.
If required for the purposes of pricing materials, the bridge manufacturer shall assume a 100-
year stream velocity of 4.7 feet per second according to the Monmouth County Flood
Insurance Study.

This notice is issued for clarification purposes. This is not an addendum. Receipt of this clarification shall not
be indicated on the bid proposal.
CLARIFICATION:
1. Liquidated Damages
Liquidated damages are mentioned on Page P-9 of the Contract Documents. If the work is not
fully operational within the final completion date, the Contractor shall be subject to liquidated
damages in the amount of $500.00 per calendar day until the work is completed and accepted
by the Owner.
2. Decking
As indicated on Sheet 8 of the Construction Plans, boardwalk decking shall be 5/4 tongue
and groove black locust.
There is no change to the bid opening date.
