NOTICE TO BIDDERS 
 
TOWNSHIP OF FREEHOLD 
 
Notice is hereby given that sealed bids will be received by the Township Purchasing Agent for 
the Township of Freehold, County of Monmouth, State of New Jersey on THURSDAY, 
MARCH 14, 2024 AT 10:00 AM local prevailing time at the Municipal Building, 1 Municipal 
Plaza, Freehold, New Jersey at which time and place bids will be opened and read in public for 
the following bid: 
 
OLD TURKEY SWAMP ROAD AND SILOAM ROAD INTERSECTION 
IMPROVEMENTS for the removal of the existing Old Turkey Swamp Road intersection at 
Siloam Road and the construction of a new intersection at an alternate location along 
Siloam Road.  Associated site work includes but is not limited to grubbing, clearing and 
tree removal at the newly proposed intersection location and within the immediate 
surrounding area; approximately 1,200 square yards of full depth roadway construction 
consisting of dense graded aggregate base course, asphalt base course and surface course; 
site grading; ancillary traffic striping and signage; landscaping and site restoration. All 
proposed work is located at and around 55 Siloam Road (Block 112, Lot 1) which is a 
Freehold Township owned parcel at the intersection of Old Turkey Swamp Road and 
Siloam Road in Freehold Township, New Jersey 07728. 
 
Specifications and other bid information may be obtained at the office of the Freehold Township 
Purchasing Agent, One Municipal Plaza, Freehold, N.J., during regular business hours 8:30 am – 
4:30 pm. for a non-refundable fee of $120.00 will be required for each set of plans and 
specifications. Bids must be made on the proposal forms included with the bid specification, be 
enclosed in a sealed package bearing the name and address of the bidder and “Bid Title, Name and 
Contract” on the outside, addressed to the Purchasing Agent at the address above. 
 
Bidders are required to comply with the requirements of P.L.1975, c.127 (N.J.A.C. 17:27-1 et 
seq.), N.J.S.A. 10:5-31 et seq.; N.J.S.A. 19:44-20.5 et seq. The bid award will be made to the 
lowest possible bidder in accordance with applicable law.
