PROGRAM EFFECTIVENESS: EVALUATING THE IMPACT OF
PROJECT FIRST LINE ON INFECTION CONTROL

This is a report in accordance with N.J.S.A. 40A:11-4.5(m) recommending the award of a
contract through competitive contracting.
PROJECT
Professional Evaluation Service for Assisting Program Effectiveness: Evaluating the
Impact of Project First Line on Infection Control Knowledge
RFP SCHEDULE
Public announcements of the Township's request for proposal (RFP) were published in
the Asbury Park Press and posted on the Township website on November 22, 2024. The
deadline for the receipt of proposals was Friday, December 13, 2024. This
correspondence was sent to one (1) organization who requested same. No addendum to
the RFP was issued.
PROSPECTIVE VENDOR
One (1) proposal was received from Rutgers, The State University of New Jersey, 33
Knightsbridge Road, 2nd Floor, East Wing, Piscataway, NJ 08854 and opened on Friday,
December 13, 2024 at 10:00 a.m.
EVALUATION COMMITTEE
The following individuals reviewed and evaluated the proposal.

Each person named above has executed the required certification relevant to any possible
conflict of interest in evaluating the proposal. The certification is on file in my office.
SUMMARY OF PROPOSALS
As previously stated, the proposals were received and read in public by myself, on
Friday, December 13, 2024. The Evaluation Committee received, reviewed and scored
the proposals.
EVALUATION OF PROPOSALS & RECOMMENDATIONS
Evaluation criteria and corresponding scores for the vendor recommended are on file in
the Purchasing Office.
QUALIFIED PURCHASING AGENT RECOMMENDATION
The Evaluation Committee did a thorough and complete job in reviewing, ranking and
making recommendations concerning the proposal. I concur with the Committee's
recommendation that you adopt a resolution authorizing a Contract with Rutgers, The
State University of New Jersey
PUBLIC AVAILABILITY OF THIS REPORT
Pursuant to N.J.S.A. 40A:11-4.5(m), this report should be made available to the Public at
this time, that is, upon your receipt hereof, which receipt precedes your adoption of a
resolution by at least 48 hours.
PUBLIC NOTICE OF AWARD
If this recommendation meets with your approval, please include in your resolution an
instruction to the Clerk of the Board to publish notice of your action in accordance with
N.J.S.A. 40A:11-4.5(g).
