Annual Roadway Paving and Resurfacing Program

The City of Springfield Department of Public Works is soliciting sealed bids from qualified contractors for its Annual Roadway Paving and Resurfacing Program for the 2024 construction season. This comprehensive project encompasses a variety of street rehabilitation activities across multiple locations within the city limits, including milling, asphalt overlay, full-depth reclamation, crack sealing, and minor drainage improvements. The primary goal of this program is to maintain and enhance the city's transportation infrastructure, ensuring safe and efficient roadways for residents and commuters. The detailed scope of work includes, but is not limited to, traffic control, existing pavement removal, base course preparation, hot mix asphalt paving, utility adjustments, and final striping and marking. All work must strictly adhere to the current specifications and standards set by the City of Springfield and the State Department of Transportation. Contractor eligibility requires mandatory attendance at a pre-bid conference scheduled for February 15, 2024, at 10:00 AM EST, to be held at the City Hall Council Chambers, 123 Main Street, Springfield, IL; attendance is a prerequisite for consideration. Bidders must possess a valid Illinois Department of Transportation (IDOT) prequalification in the "Paving" category and hold all necessary state and local licenses specifically for road construction. A minimum of five years of verifiable experience in similar municipal roadway projects of comparable size and complexity is a mandatory qualification. Furthermore, prospective bidders must demonstrate sufficient financial capacity and provide references for at least three completed projects within the last three years. The successful contractor will be required to furnish a 100% Performance Bond and a 100% Payment Bond as part of the contractual agreement. Bids will be publicly opened and read aloud immediately following the deadline. Each bid submission must be accompanied by a Bid Security equivalent to ten percent (10%) of the total bid amount, made payable to the City of Springfield. The City explicitly reserves the right to reject any and all bids, to waive minor informalities, and to accept the bid deemed most advantageous to the City.
