Exterior Repair Restoration of the Tuttle House

The Township of Hanover, County of Morris, New Jersey, is soliciting sealed qualifications for the Exterior Repair and Restoration of the historic Tuttle House. This comprehensive project focuses on preserving a property located at 341 NJ-10, Whippany, NJ 07981, which is listed on both the New Jersey and National Registers of Historic Places. The extensive scope of work includes project supervision and administration of historic preservation, selective demolition of damaged exterior cladding, detailed wood repair and replacement (including shutters, clapboard, and decorative trim), installation of new exterior lighting, restoration of historic wood-framed windows, and spot repair of masonry chimneys and stucco. All work must strictly conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties (revised 1995, current 2017) and is subject to review by Morris County, the New Jersey Historic Trust, and/or the State Historic Preservation Office. Prospective contractors must be experienced Historic Restoration General Contractors with specialized expertise in exterior carpentry repairs, masonry repairs, window and door restoration, siding and trim restoration, installation of new exterior lighting, and precise surface preparation and painting of historic finishes. Pre-qualification criteria, essential for participation, have been approved by the Division of Local Government Services and are available for inspection and pickup at the office of the Township Engineer, located at the Municipal Building, 1000 Route 10, Whippany, during specified business hours. Bidders will be furnished with a copy of these pre-qualification criteria upon request. Only prospective bidders whose qualification statements are deemed acceptable by representatives from the Township, Morris County, New Jersey Historic Trust, and project architects will be identified as Qualified Bidders and subsequently issued bid proposal forms, plans, and specifications. Qualification statements, which must be submitted in a sealed envelope clearly marked with the contractor's name and address, are to be delivered to the Township Clerk, Township of Hanover, 1000 Route 10, P.O. Box 250, Whippany, New Jersey 07981-0250. The absolute deadline for submission is Tuesday, September 15, 2026, at 11:00 A.M. prevailing time; no qualifications will be accepted after this stated hour. Submissions delivered by mail, FedEx, UPS, or any other form of delivery will be accepted. Only bids received from contractors identified as Qualified Bidders will be opened and considered.
