Generator Replacement

Hanover Sewerage Authority is soliciting sealed bids for Contract No. 52, Generator Replacement, located at their wastewater treatment plant at 40 Troy Road, Hanover Township, Morris County, New Jersey. This critical public works project encompasses the comprehensive replacement of an existing generator, including the furnishing of all necessary labor, materials, and equipment. The extensive scope of work involves general construction, intricate site preparation, advanced electrical system integration, controls implementation, and various related improvements essential for the facility's operational resilience. The project mandates completion within 120 calendar days from the contractor's receipt of the written Notice to Proceed, highlighting the need for efficient project management and timely execution. The project documents specify that the generator itself will be furnished by the Owner. Prospective contractors must demonstrate substantial qualifications, including owning, leasing, or controlling all essential equipment, or providing a certified statement from the equipment owner granting control for the project duration. Bidders are required to comply with all relevant state and federal regulations, notably Title VI of the Civil Rights Act of 1964, the New Jersey Law Against Discrimination (N.J.S.A. 10:5-1 et seq.), and the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48). Mandatory submissions include an Ownership Disclosure Statement (N.J.S.A. 52:25-24.2), a Non-Collusion Affidavit, and proof of registration with the New Jersey Department of Treasury, Division of Revenue (N.J.S.A. 52:32-44). Furthermore, compliance with the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25) is required, with specific provisions for certification if a bid is significantly lower than the next lowest, as per P.L. 2021, c. 301. Sealed bids for Contract No. 52 must be submitted on the prescribed forms and received at the Town Hall, 1000 Route 10, Whippany, New Jersey 07981, by Thursday, October 15th, 2026, at 10:00 a.m. prevailing time. Bids will be publicly unsealed and announced immediately thereafter. Crucially, no bids will be accepted via mail; submissions must be hand-delivered or sent via courier service with recorded date and time. Each bid must be accompanied by a bid security in the form of a bid bond, cashier's check, or certified check, payable to the Hanover Sewerage Authority, equal to 10% of the total bid amount, not exceeding $20,000. A Certificate of Surety from a New Jersey licensed company, guaranteeing the provision of required performance bonds upon contract award, is also mandatory.
