NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN
that sealed bids for the
“RESURFACING OF ALGONQUIN PARKWAY FROM TROY ROAD TO MELANIE LANE”
will be received by the Bid Committee of the Township of Hanover, County of Morris, State of New Jersey, at a meeting to be held
TUESDAY, OCTOBER 21, 2025, at
11:00 A.M.,
prevailing time, at the Township of Hanover’s Municipal Campus, Main Public Meeting Room, 1000 Route 10, Whippany, NJ (at the intersection of North Jefferson Road and Route 10 westbound) in said Township.
BIDS DELIVERED BY MAIL OR ANY OTHER FORM OF DELIVERY (FOR EXAMPLE, FED EX, UPS, etc. WILL BE ACCEPTED. NO BIDS WILL BE ACCEPTED AFTER THE HOUR STATED ABOVE.
Principal Items of Construction:
17,000 SY Hot Mix Asphalt Milling, 3”
3000 TON Hot Mix Asphalt 9.5M64, Surface Course, 3” Thick
Bid documents for the project, approved by the Township Committee, have been filed in the office of the Township Engineer at the Municipal Building, 1000 Route 10, in said Township, (Telephone: (973) 428-2488) (Facsimile: (973) 515-6669) and may be inspected by prospective bidders during business hours (8:00 a.m. to 4:30 p.m.), Monday through Thursday; and (8:00 a.m. to 1:00 p.m.) on Friday. Bidders will be furnished with a copy of the bid documents upon request and payment in the amount of
$100.00
.
The amount paid for the bid documents is non-refundable. Payment shall be made by CASH, CHECK or MONEY ORDER. Forms of payment other than cash shall be made payable to the “Township of Hanover”.
Bids must be made on standard proposal forms in the manner designated thereon and required by the specifications, must be enclosed in sealed envelopes, bearing the name and address of bidder, and name of project on the outside, the bid date, and addressed to:

and must be accompanied by a Certificate of Surety guaranteeing that the successful bidder will be furnished a Surety Bond acceptable to the Township in full amount of the bid, a Non-Collusion Affidavit and a Certified Check or Bid Bond for not less than ten percent (10%) of the amount bid, provided said surety need not be for more than $20,000.00 and may not be less than $500.00 and be delivered at the place and on the hour named above.
The successful contractor will be required to furnish proper surety bonds conditioned for the faithful performance and payment of the contract.
Bidders are required to comply with the following State Statutes:
Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq.
Prevailing Wage Rates, Chapter 150, L. 1963 (N.J.S.A. 34:11-56 et. seq.).
Mandatory Equal Employment Opportunity and Affirmative Action Language pursuant to N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.
“The Public Works Contractor Registration Act” (P.L. 1999, c. 238).
“State of New Jersey Business Registration Certificate” P.L. 2004 c. 57, issued by the State of New Jersey, Department of Treasury, Division of Revenue.
The New Jersey Election Law Enforcement Commission “Pay-to-Play” Disclosure Legislation (N.J.A.C. 19:25-26)
The Township reserves the right to hold the bids for a period of sixty (60) days prior to making award.
