The Fireworks Display Request for Proposal and Quotation may be obtained in the Department of Administration located at the Hanover Township Municipal Building located at 1000 Route 10 (at the intersection of Route 10 westbound and North Jefferson Road) in the Whippany Section of the Township, Mondays to Thursdays between 8:00 a.m. to 4:30 p.m. and on Fridays, between 8:00 a.m. to 1:00 p.m. or by going on-line to the Township’s website at www.hanovertownship.com and click the government tab for RFPs. . Dear Fireworks Display Vendor:
The Township of Hanover invites you to submit a written proposal
and quotation for the performance of a Fireworks Display on Wednesday, July 1,
2026 with a rain date of Thursday, July 2,2026, or the next clear night, in case of
inclement weather, to be determined by the Township and vendor. The starting
time of the display will be approximately 9:15 p.m.
The location of the Fireworks Display will be at the Veterans'
Memorial Park Athletic Field located on North Jeffenson Road directly across
from the Municipal Building Campus in the Whippany Section of Hanover
Township,
I have enclosed the Notice to Bidderc and the Township's Request
for Proposal and Quotation. Please Note: There is no longer a requirement for
the submission of a Surety Bond.
The Township Gommittee shall award a contract to the fireworks
vendor who submits the lowest responsive and responsible written quotation,
plus compliance in full, with all the document requircments specified in the
Township's Request for Proposal. Purcuant to the Local Public Contracts Law,
the Township of Hanoyer, as the contracting unit, shall award a contract or reject
all competitive quotations within sixty (60) days following the receipt of vendor
proposals and quotations.
The Township's Bid Reception Gommittee will meet to receive sealed
proposals and quotations on Tuesday, March 3,2026 at 11:00 a.m. in the Main
Public Meeting Room at the Municipal Building located at 1000 Route 10 in
Whippany (at the intercection of North Jeffercon Road and Route 10).

PLEASE NOTE: Special effect cakes shall be a variety of shapes, colors and effects. Shot
counts listed are the minimum amount of shots required. The Township of Hanover will do
a shell count before the display and a thorough check following the display. The fireworks
display should last a minimum of twenty-five (25) minutes. And the special effect cakes
shall be fired electronically for accurate synchronization.
The Township requests that the same crew be scheduled for both the original date as well
as the rain date to ensure consistency. It is absolutely essential that the truck carrying the
fireworks arrive at the VETERANS' MEMORIAL PARK ATHLETIC FIELD no later than 12:30
p.m. on the day of the display. The successful vendor shall have manpower available to
come to the display site and dispose of; that is, remove any unspent shells that are
discovered by the employees of the Township and/or the Whippany Fire Department

2026 FIREWORKS DISPLAY
Following the award of a contract by resolution of the Township Committee
to the lowest responsive and responsible bidder who complies in full with the
Township's Specification, the Township will send a contract to the
successful vendor. Upon execution of the contract by the successful vendor,
the vendor must submit the signed contract and the following documentation
to the Business Administratorffownship Clerk:
1
An original and two (2) copies of the contract signed by a principa! of
the firm, witnessed and the corporate seal of the firm affixed to the signature
page;
2.
A separate corporate affidavit sheet;
3.
As required by the Municipal Excess Liability Joint lnsurance of which
Hanover Township is a participating member, the successful vendor must
execute a Fireworks Display Hold Harmless Agreement signed by a principal
of the firm and witnessed. The attached Hold Harmless Agreement must be
completred and submitted with the executed contract;
4.
A Certificate of lnsurance setting forth all of the limits as described in
the Hold Harmless Agreement. The Certificate of lnsurance sha!! designate
the Township of Hanover, the Hanover Township Board of Recreation
Commissioner and Hanover Renaissance, LLC, c/o JMF Properties, where the
fireworks will be held, their officers, officials, agents, employees and
consultants as "additiona! insured". Please refiEr to a copy of the attached
Fireworks Display lnsurance Requirements;

Because the special effect cakes sha!! be fired electronically for
accurate synchronization, the Township requires that the successful vendor
shall submit a copy of its New Jercey Department of labor Pyrotechnic
License.

2026 FIREWORKS DISPLAY
HOLD HARMLESS AGREEMENT
Between the Township of Hanover, County of Morris and (Contractor).
WITNESSETH:
1. (Contractor) agrees to release, indemnify and hold harmless the Township of
Hanover County of Morris from and against any loss, damage or liability,
including attorneys' fees and expenses incurred by the latter entities and
their respective employees, agents, volunteerc or other representatives
arising out of or in any manner rclating to the manufacture, installation, firing
or disassembly of any pyrotechnic equipment or device and/or the
superuision and presentation thereof.
2. The applicant has furnished the Certificate of lnsurance with limits of liability
described below:
General Liability: $1.000.000 each occurrence. Combined Sinqle Limit for
bodilv iniury and propertv with at least $2.000.000 qeneral aqoreqate.
contractual liabilitv must be included.
Automobile Liability: $1.000.000. Per occurrence Combined Sinqle Limit for
Bodilv lniurv and Propertv Damaqe with no asqreqate
Umbrella Liability: Limits of $1.000.000 to $2.000.000 are preferred
Workerc Compensation at Statutory Limits including Employerc Liability at
minimum limits of: $500.000.
A true copy of the Certificate of lnsurance is attached indicating the member
entity and applicable associations, recreations or committees formed by the
member entity to organize the "event" must be named as additional insured
on all liability policies.

MainEnance of lnsurance Coveraqes: The Contractor agrees to carry the following
insurance coverages:
The Contractor shall maintain during the life of the contract, insurance
policies of the type and with the minimum limits indicated below, and in a form satisfactory
to the Township of Hanover. Prior to the commencement of work, the Contractor shall
provide the Township Clek's office with a Certificate of lnsuran@ as described below with
respect to the July {, 2026 fireworks display with a rain date of July 2, 2026, or on the
next clear night in case of inclement weather. The Certificate of lnsurance must show
evidence that the Contractor carries the following insurance coverages:
A. General Liability Limits of $1,000,000 per occurren@, combined single
limit for bodily injury and propefi damage with at Ieast $2,000,000 general aggregate.
Contractual liability must be included.
B. Automobile limits of $1,000,000 per occurrence, combined single limit
for bodily injury and property damage with no aggregate.
C. Umbrella liability limit of $1,000,000. However, a liability limit of
$2,000,000 for umbrella coverage is preferred.
D. Statutory workers' compensation including employer's liability limits of
$500,000.
E. Additional Requirements as follows:
1. Certified copies of all insurance policies provided above, or certificates
thereof satisfactory to the Township of Hanover shall be furnished forthwith. Each such
policy or certificate shall contain a provision that it is not subject to change, cancellation or
non-renewal unless 30 calendar days prior written notice via certified maiUreturn receipt
shall have been given to the Township Clerk of the Township of Hanover by the
Contractor's lnsurer. Notification must be received thirty (30) calendar days prior to
commen@ment of work.
2. The Contractor agrees to abide by the provisions of the Hold Harmless
and lndemnification Agreement as set forth in the Township's Agreement.
3. AII insurance purchased and maintained by the Contractor shall
designate the Township of Hanover, the Board of Recreation Commissionerc and

Hanover Renaissance, LLC, c/o JMF Properties, their officers, officials, agents,
employees, consultants as add itional insured.
The contractor shall be responsible for supplying all of the coverages
as set forth above on the standard Certificate of lnsurance form including Additional
lnsured Endorsement Form GL 20 10.
Submission of Certificate of lnsurance and Naminq of Township.
Board of Recrcation Commissionerc and the Propertv Owner of the Location Where
the Fireworks Displav will be Held as Additional lnsureds: At the time the Agreement
is executed by the Contractor and submitted to the Township, it shall be the responsibility
of the Contractor to furnish to the Business Administratorffownship Clerk, a certificate or
certificates of insurance in form satisfactory to the Township, which certificates shall list the
various coverages and shall state that the policies shall not be changed nor cancelled until
thirty (30) days' notice has been given to the Township.
The Contractor shall be responsible in naming the Township, Board of
Recreation Commissionerc and Hanover Renaissance, LLG, c/o JMF Properties as
ADDITIONAL INSURED under the general liability and umbrella policies for the duration
of the event. In addition, the contractor shall also provide al! of the coverages as set forth
above on the standard Certificate of lnsurance form.
