Animal Control Services 2026-2027

The Borough of Hawthorne, New Jersey, is soliciting sealed bid proposals for comprehensive Animal Control Services covering the period from October 1, 2026, through September 30, 2027, with an exclusive option for the Borough to extend the contract for an additional twelve-month period (October 1, 2027, through September 30, 2028). The selected contractor will be responsible for a wide range of services including the response, collection, and impoundment of stray dogs and cats, removal of sick, dangerous, diseased, injured, or rabid animals, and the humane trapping of wild and stray animals on public property. Additionally, the scope encompasses the removal of dead animals from public rights-of-way and daily patrolling of the Borough for follow-up on problem areas and animals. A critical component of the service is the daily harassment of geese on all municipal and school properties/fields, utilizing dogs or disturbing noises, with varied timing to ensure effectiveness throughout the week. Prospective contractors must demonstrate their ability to perform the work by submitting a comprehensive Statement of Responsibility and a Certificate of Bidder Showing Ability to Perform Contract, detailing necessary facilities, capabilities, and financial resources. Key personnel, specifically Animal Control Officers and Humane Law Enforcement Officers, must be properly licensed by the State of New Jersey in accordance with NJSA:19-15.16 et seq and NJSA 4:22-14.1 et seq, respectively. Bidders are also required to possess comprehensive automobile liability, workers' compensation, and general liability insurance, with the Borough named as an additional insured. Furthermore, non-New Jersey chartered entities must provide authorization from the Secretary of State to conduct business in New Jersey, along with a New Jersey Business Registration Certificate.
