ADVERTISEMENT FOR PROPOSALS
BOROUGH OF HAWTHORNE

Please take notice, in accordance with N.J.S.A. 40A:11-4.1 et seq, the Borough of Hawthorne
will use competitive contracting to solicit proposals for the following POLICE SCHEDULING
SOFTWARE AND EXTRA DUTY MANAGEMENT SERVICES for cloud-based law
enforcement scheduling and payroll software with complete administration of all extra duty police
details, including requests for service, scheduling work, payroll, invoicing, financing, accounts
payable and collecting payments.
Competitive contract RFP may be obtained via email request to the QPA at
emaurer@hawthornenj.org or may be picked up at the Borough of Hawthorne, Clerk’s Office, 445
Lafayette Ave, 1st Floor / Suite 102, Hawthorne, NJ 07506, 973-427-1167 on or after Tuesday, July
15, 2025.
Last day for submission of questions and clarifications is 4:00 p.m. on Monday, July 28, 2025.
Sealed proposals shall be mailed to the attention of the Borough Clerk, Hawthorne Borough Hall
- Suite 102, 445 Lafayette Avenue, Hawthorne, NJ 07506 or hand delivered in person, prior to the
date and time listed below. Proposals shall be labeled “Request for Proposals – Police
Scheduling Software and Extra Duty Management Services” on the outside.
Sealed proposals will be opened on Tuesday, August 5, 2025 at 11:00 am prevailing time at the
Hawthorne Borough Municipal Building, 445 Lafayette Ave, Hawthorne, New Jersey 07506. The
opening shall be held in the Court Room of the Municipal Building.
The Borough shall not be responsible for Competitive Contracting proposals that arrive late or to
the wrong location regardless if such Competitive Contracting proposals are hand delivered or
sent by postage or overnight delivery, notwithstanding the postmark date on such proposal
packages. Late Competitive Contracting proposals shall not be considered.
Respondents are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and P.L.
1975, c. 127 N.J.A.C.17:27 et seq.
The Borough of Hawthorne will award this competitive contract in accord with Price and Other
Factors as outlined within N.J.S.A. 40A:11-4.1 et seq., and N.J.S.A. 5:34-4.1 et seq.
Report of Competitive Contract:
In accordance with N.J.S.A. 40A:11-4.4(d) the summary report will be posted on the Borough of
Hawthorne’s website at www.hawthornenj.org at least 48 hours prior to the governing body acting
on award.
This procurement has been advertised in accordance with the “Fair and Open” basis under the
Pay-to-Play Legislation (N.J.S.A. 19:44A-20.5).
The Borough reserves the right to reject any and all bids in accordance with N.J.S.A. 40A:11-13.2.
