CITY OF HOBOKEN
NOTICE TO BIDDERS
Sealed bids will be received by an authorized representative of the City of Hoboken, 94 Washington Street, Hoboken, New Jersey 07030 in the County of Hudson and State of New Jersey on March 13, 2024, at 2:00 pm prevailing time, and then publicly opened and read aloud for:
BID NO. 24-02 - SOUTHWEST RESILIENCY PARK EXPANSION CITY OF HOBOKEN, HUDSON COUNTY, NEW JERSEY
An optional pre-bid site walk through on February 12, 2024 at 11am at Southwest Park 58 Jackson Street, Hoboken, NJ 07030.
Questions and request for information (RFI) must be in writing and may be addressed to the Purchasing Agent via email to purchasing@hobokennj.gov by February 15, 2024, at 12:00 pm prevailing time. The City will not entertain any more questions after this deadline.
The City of Hoboken (City or Owner) is soliciting bids for SOUTHWEST RESILIENCY PARK EXPANSION.
Scope of Work Statement: Hoboken SW Resiliency Park Expansion, Block 10 is a 0.803-acre (35,000 SF) park that serves as an expansion to the existing Southwest Resiliency Park, located immediately east of the project site across Harrison Street. The park provides active recreational facilities while detaining 260,000 gallons of stormwater. The park has an extensive underground storage system and green infrastructure features such as rain gardens and permeable pavers to alleviate nearby
flooding. Recreational amenities include pickleball courts, basketball court, playground, splash pad, bathrooms, lighting, seating, shade structures, signage, drinking fountains, and bike racks.
Two prefabricated steel restrooms are located at the park entrance at Observer Highway. Native trees, shrubs and perennial plantings surround the park. New permeable concrete sidewalks and bioswales line the park frontage along Harrison Street and Observer Highway.
The project is funded by: the New Jersey Environmental Infrastructure Trust; Green Acres; Green Acres Urban Parks Grant; Hudson County Open Space Trust Fund; and FEMA BRIC Grant.
Bidding Documents may be examined at the offices of Starr Whitehouse Landscape Architects and Planners, 80 Broad Street, Suite 1700, New York, NY 10004, between the normal business hours of 9:00 AM and 5:00 PM.
Digital Procurement and Bidding Documents: Obtain after January 31, 2024, by contacting Starr Whitehouse at 212.487.3272 or via email at info@starrwhitehouse.com, subject line “Hoboken Southwest Resiliency Park”. Documents will be provided to prime bidders only; only complete sets of documents will be issued. Only prime bidders who request bidding documents will receive addenda or notifications. Hard copies of the Bidding Documents will be available for purchase from Starr Whitehouse.
A fee of $215 plus shipping will be required.
Bids shall be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid guarantee of ten (10%) percent of the amount bid, not to exceed $20,000. The bid guarantee must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. Such checks and Bond shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted, and a Contract awarded to the bidder, the Contract shall be duly executed, and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies
or Certificates of Insurance required by the Contract. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.
Pursuant to N.J.S.A. 52:32-44.1, a contractor that is debarred from contracting with a federal government agency, along with any affiliates of the debarred contractor, is now prohibited from contracting for “public work” with any State or local government entity. The City may not enter into a contract for work on environmental infrastructure facilities with any person debarred, suspended, or disqualified from the New Jersey Department of Environmental Protection contracting pursuant to
N.J.A.C. § 7.1D-2. N.J.A.C. 7:22-3.39.
Bidders/Vendors/Contractors are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, as amended, regarding equal employment opportunity. All corporations, partnerships, and limited liability companies must comply with N.J.S.A. 52:25-24.2 regarding disclosure of partners, members, and stockholders.
Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the BID NO. 24-02.
The successful bidder will be required to comply with the higher of New Jersey and Davis Bacon Act prevailing wage rates and all related federal and state requirements.
All bids shall be irrevocable, not subject to withdrawal except in accordance with N.J.S.A. 40A:11-23.3 and shall stand available for a period of sixty (60) days.
The Owner reserves the right to reject any and all bids pursuant to applicable law and regulations, to waive minor immaterial informalities or irregularities in the bids received, in accordance with applicable law, and to accept the bid from the lowest, responsive and responsible bidder.
