ADDENDUM TO BID DOCUMENTS
BID 24-03
Midtown Garage Rehabilitation
This Addendum # 2 dated July 31, 2024, is issued to modify the above-mentioned BID, and is hereby
made part of the BID documents. Please attach this Addendum #2 to the original documents in your
possession and ensure same is included in your proposal. This addendum includes:
Q1. Reviewing the bid documents, I found a mistake on the pay item #37 There are 4 units at a
price of $30,000 so Total price should be $120,000.
A1. The lump sum amount for bid item 37 should be on line 38 for the replacement of the sump
pumps, and the trench drain shall include a unit price for the bid. This will be clarified via
addendum.
Q2. Please confirm that the unit of measurement for bid item 12, “Traffic Deck Coating System
Removal” is in Square Yards.
A2. Confirmed.
Q3. Please confirm that the unit of measurement for bid item 13, “Traffic Deck Coating System
Installation”, is in Square Yards.
A3. Confirmed.
Q4. Please confirm that the unit of measurement for bid item 18, “Deck Slab Replacement”, is
Square Yards.
A4. Confirmed.
Q5. Please clarify if the allowance for bid item 37, “Trench Drain”, should be $30,000 per unit or
a total allowance PDA cost of $30,000.
A5. The lump sum amount for bid item 37 should be on line 38 for the replacement of the sump
pumps, and the trench drain shall include a unit price for the bid. This will be clarified via
addendum.
Q6. Please confirm if the cost for obtaining all of the necessary construction permits shall be
included in the bid or if it will be paid for at additional cost. If we need to carry the costs within
the bid shall this be paid for under the General Conditions bid item?
A6. The costs for all permits shall be included in the Contractor's lump sum bid amount for the
General Conditions bid item.
Q7. Please confirm whether a Project Labor Agreement is applicable to the Work, the Contract,
or the Project.
A7. The Project Labor Agreement is applicable to the contract.
Q8. Is the “Pressure Washing” bid item 6 to clean the new slab prior to traffic waterproofing
membrane installation, can an allowance quantity be provided for this item?
A8. The Contractor is to pressure wash all surfaces within the stairwells. Cleaning and
preparing surfaces outside of the stairwells that is required for application of coatings, to clean
surfaces affected by contractor’s construction work, or otherwise is required under various
items of work in the contract, will not be measured for payment, and the costs of which shall be
included in the contractor’s bid for the various items of work.
Q9. Can you please provide Section 012100 “Allowances” referenced in a few technical
specification sections. A few items such as “Bird Excrement Removal” and “Pressure Washing”
are shown as 1 LS and it would be helpful to provide an allowance quantity to ensure all bidders
are using the same assumption.
A9. No.
Q10. Would the quantity of the “Removal and Disposal of Existing Heat Trace System” match
the quantity of 3,100 LF for the new insulated drainage pipe?
A10. No, the quantity will not match the quantity of new insulated drainage pipe as the heat
trace system is comprised of various components including conduits, wiring, junction boxes,
and supports.
Q11. Is it intended for each Phase/Stage to be completed fully prior to moving to the next? For
example, concrete slab replacement as well as traffic coating membrane, if so, will a green
concrete primer need to be required due to the curing of the new slab?
A11. No. The Contractor may sequence this work differently. The traffic coating membrane does
not need to be installed within each phase/stage, providing that temporary striping is provided,
and that all manufacturer recommended surface preparation requirements are met for traffic
coating membrane installation.
Q12. Please confirm the bid quantity for bid item “Drill and Grout Reinforcement” measured in
LF will be paid per LF of dowel and not per LF of embedment depth.
A12. The bid quantity is measured in LF for the length of drilling to embed each bar, and not the
full length of dowel.
Q13. Is the bid item #23 “Wall Joint Filler” intended to be a vertical compression seal?
A13. Yes.
Q14. Please confirm the bid item #20 “Shear Connector” is meant for new shear studs or
removal and replacement of existing shear studs.
A14. Bid item #20 Shear Connector is for furnishing and installing new shear studs at new
locations. A new item will be issued via addendum for replacing existing shear studs for when
their condition warrants replacement.
Q15. Do the rebar couplers need to be epoxy coated as well?
A15. Yes.
Q16. Are the spaces required to install the formwork accounted for within the Phase Parking
Impact Table shown on PH-1per Detail S-1 on S-17?
A16. Yes. Note the details on S-17 are conceptual, and shoring systems are to be designed by
the Contractor and must account for parking impacts.
Q17. Can you please confirm how many parking spaces the garage currently has per level.
A17. Floor 1 (Reserved): 56 spaces; Floor 2: 142 spaces; Floors 3 through 6: 143 spaces.
Q18. Is it the intent to have the entire roof level shut down (143 spots) for Phases 6-2 thru 5-3?
A18. Yes. Additionally, Both the 5th and 6th levels are shut down during Phase 5-3.
Q19. On Drawing G-1 under Section “B. Design Data” it states the superimposed slab deadload
is 5 PSF, please confirm.
A19. Confirmed. Note this superimposed slab deadload is the original design value.
Q20. Can you please provide a model # or performance specifications for bid item #38
Replacement of Sump Pumps, is that total quantity for this item 2EA?
A20. Yes, additional information will be provided via addendum. This bid item should have a
Lump Sum Pre-determined amount of $30,000, taken from line #37.
Q21. Is the contractor responsible for the removal and cleaning of the temporary storage shed
on the 5th floor?
A21. Yes.
Q22. If cleaning is performed within a phased approach and additional bird excrement removal
is required at the end of the project, will this be paid for at an additional cost/mobilization. The
main concern here is the roof and 5th level still being exposed to the elements.
A22. Yes.
Q23. Can the bid submission deadline be extended by 1 week?
A23. No.
Q24. Please confirm if this project is tax exempt.
A23. As per page 12 of 103 of the Specifications and Statutory Requirements, the City is exempt
from any local, state or federal sales, use or excise tax.
Q25. What is the compressive strength of the existing concrete topping slab?
A25. According to the Original Plans for the garage, the superstructure concrete has a design
compressive strength of 4,000 psi and this value is not meant to be reflective of current existing
concrete strengths. An existing limited sampling and testing report will be provided as
reference information before the bid date.
Q26. How far apart is the spacing for the existing shear studs?
A26. Spacing of existing shear studs varies per the Original Plan details.
Revisions
1. In the Specifications and Statutory Requirements: Appendix B,
“19. Schedule of Prices, Bid Number 24-03, Project: Hoboken Midtown
Garage Rehabilitation”, Pages 56 through 58 are replaced.
2. In the Plans: Sheet S-1 is revised.
3. Reference Material: Sampling and Testing Report will be made available to plan
holders.
This addendum is posted on the City of Hoboken website to ensure compliance.
The City will not accept any further RFI/questions at this time.
There are no other changes to the BID documents as part of this addendum.
