Please attach this Addendum #2 to the original documents in your possession and ensure same is included in your proposal. This addendum includes: Q1. RE: Program Goals-#2 - is it required that the vehicle provided be a Plug-in Hybrid or can it be a Hybrid only? A1. Plug-in hybrid electric vehicles (PHEV) are preferred, but hybrid vehicles will also be acceptable. In either case, the vehicle must be all-wheel drive. Q2. Test Version must be available: Can you define the level of detail you want demonstrated. Can this be mockup screens for demonstration or are you expecting fully functional screens? If so will data be provided? A2. Test versions of the software are preferred but are not required. Q3. Section B. ALPR Camera System: #11 – Can you explain what is meant by “Front- independent system”? A3. Disregard. Q4. Section B. #15 – Should this transfer be in “real-time” not nightly batch processing? Should updates be made in no more than 5 seconds intervals? A4. Real-time permit transfers are preferred. Time intervals of real-time transfers may be determined at a later date. Q5. Section B. #19 – Does the “initial service period” apply to the BID contract time period or extend beyond the time of the BID contract? A5. The initial service period begins on the date that the ALPR camera hardware is delivered to the vendor or the City of Hoboken. Q6. Section C. Permit Management #1 – Do you have a count of the number of Permit account currently in the system that have to be managed? A6. There are currently just under 11,000 resident on-street parking permit accounts. There arehundreds of additional accounts for other parking products sold by HPU. Q7. Section C. Permit Management #3&8 – How many Parking Products do you offer for sale and management? A7. The vast majority of parking products sold and managed by the Hoboken Parking Utility include: • Resident On-Street Parking Permit • Temporary Resident On-Street Parking Permit • Virtual Visitor Parking Permits (VVPs) • Business Parking Permits • Municipal Garage Parking Permits • Temporary No Parking Signs Several additional parking products are sold and managed but have much lower transaction volumes than the core products listed above. Q8. Section C. Permit Management #5 – What are the resident rules? What criteria do they have to meet? A8. Please refer to Hoboken General Code Chapter 141A for current validation requirements for Resident On-Street Parking Permit applicants. Link: https://ecode360.com/15252078.Validation requirements – and other rules and regulations for parking permits – are subject to change at any time and may be modified in accordance with the development of the new online permit system. Q9. Section C. Permit Management #7 – Over what channels do you require that communications be sent? (email, voice IVR, text, etc.) A9. Minimum email and text. Q10. Section C. Permit Management #10 – Would you prefer to offer “shopping cart” purchase ability for all sales transactions? A10. Yes, but the City is open to other means and methods of administering sales transactions. Q11.Section C. Permit Management (additional) – Will all garage permit be managed by this application or will integration with a 3rd party vendor be required? If so what data format and interface will be provided? A11. Permits for access to municipal parking garages may be purchased and recorded in the new online permit management system. However, monthly invoicing of customers with garage permits may be processed separately through a third-party revenue control system managed by the City or a third-party professional parking management company. Q12.Section D. HPU Mobile Parking Application – Are you requiring a custom iOS and custom Android application or an application that will run on both (including Windows) mobile devices. A12. Custom apps shall be developed that are compatible with the latest versions of Apple’s iOS and Google’s Android operating systems. Additionally, a mobile web version of the app shall be developed for use in a mobile web browser (Safari, Chrome, etc.). Q13.Section D. HPU Mobile Parking Application #2 – How will the data be provided and in what format? A13. Information about news, events, street closures, or parking promotions will be provided to the vendor in email form, then the vendor will be expected to generate alerts to registered users of the mobile application via push notification, email, or text message.Street closure data may also be provided through an API with a separate vendor that maps out street closures. Q14. Section D. HPU Mobile Parking Application #6 – How will the PM data and changes be supplied and in what format? A14. The technical specifications of integrations with ParkMobile and/or other third-party vendors will be determined at a later date. Q15. Section D. HPU Mobile Parking Application #8 – How will business updates and data be provided and in what format? How frequently will updates be made? A15. Submission dates can be created for businesses to submit on a monthly basis. The City is open to creative ways to promote local businesses within the mobile app. Q16. #3 – Will new accounts need to have internal CSR validations? A16. New accounts registering to use the online permit system will likely need to have their Hoboken residency validated by HPU staff if they are attempting to purchase products that require a valid Hoboken address. Q17. #4 – Who will supply the data and in what format? A17. This data would be provided through HPU’s existing Parking Enforcement Management System (PEMS), a third-party software program used for towing and impounded vehicle management, or some other source as deemed appropriate and necessary to deliver this feature. Q18. #6 – A mile radius of their homes? A18. The geographic distribution of alerts will be adjusted depending on the alert type. Some alerts, such as snow or flood emergencies, may require a geographic distribution of one mile to cover the entire city. Other alerts, such as street cleaning or temporary no parking sign alerts, will likely need much smaller geographic distributions that will be determined after the selection of a vendor to develop the new mobile app and online permit system. Q19. #7 – Is the requirement a “link” to the NJMC Direct web site? A19. Yes. Q20. #8 – What is the data format and interface available? Is there documentation on this system? A20. The City does not currently have this information. Q21. #9 – Is this service available to anyone with a Resident account or should it be open to anyone? A21. This has not been decided yet. Q22. #11 – Who will supply the information, using what interface, and data format? A22. Information will be supplied to the vendor by the City of Hoboken. Information will likely be supplied to the vendor by email and then the vendor will be expected to generate an alert through a push notification in the mobile app, email, or text message. Q23. #12 – What service levels are expected? Will this for live voice call centers, email IVR, and chat? Will this support be for the CSRs or the Residents? A23. Email support for customers is expected during regular business hours. Requests for support from users should be responded to within 48 hours. Phone and email support for City of Hoboken staff is expected during regular business hours. Q24: What is the PEMS system being used? A24. The PEMS (Parking Enforcement Management System) system currently in use is a custom developed product by Caryl Technologies. PEMS functions like a hub that integrates with HPU’s third party vendors and allows for streamlined parking enforcement. Q25: Does the City of Hoboken already have an integration with Genetec for their PEMS to communicate hits from the ALPR to the PEMS? A25: Yes.
