Description
RFP 24-28 - NOTICE OF REQUEST FOR PROPOSALS - FOR A SOLAR ENERGY PROJECT DEVELOPER TO DEVELOP A MUNICIPAL COMMUNITY SOLAR AUTOMATIC ENROLLMENT PROJECT AND TO ENTER INTO A MASTER PERFORMANCE AGREEMENT WITH THE CITY OF HOBOKEN
IMPORTANT: RESPONDENTS MUST REGISTER. SEE BELOW FOR DETAILS.
The City of Hoboken (the “Local Unit”) has issued a Request for Proposals for a Developer of a Community Solar Renewable Energy Project to Enter into the Board of Public Utilities’ Community Solar Energy Program (“CSEP”) and to Enter into a Master Performance Agreement (“MPA”) with the City of Hoboken dated, October 29, 2024 (the “RFP”). Proposals are being solicited through, and the RFP is being issued in accordance with N.J.S.A. 40A:11-4.1(j), N.J.S.A. 40A:11-15(44), and a fair and open process under the New Jersey Local Unit Pay-to-Play Law, N.J.S.A.19:44A-20.4 et seq.
Hoboken will utilize the “auto-enrollment” process proscribed by the BPU which permits municipalities to develop community solar projects is a manner that facilitates highly efficient enrollment of customers which reduces project risk and cost.
Projects which have been accepted in the BPU Community Solar Energy Program, or are planning to apply to the BPU in future application windows may propose into this RFP.

The Local Unit may award to one or more than one Respondent.
The Local Unit may also award to one or more project(s) from a Respondent.
Sealed proposals must be received by the Local Unit on or before 1:00 pm, prevailing time, on December 12, 2024. Proposals must be delivered to:

Details concerning this procurement are set forth in the RFP, which may be obtained upon email registration, or a hard copy may be obtained from the City Clerk at the above address, during regular business hours, upon payment of fifty ($50) dollars.
Bid security in the form of a certified check, cashier's check, or proposal bond in the amount of $20,000 must be submitted with the proposal, which may, at the Local Unit’s sole discretion, be forfeited to the Local Unit as liquidated damages if the successful proposer fails to properly execute and deliver the contract documents as required by the RFP.
REGISTRATION: To register please follow this link: Hoboken Community Solar MPA RFP Each proposer must register to: (i) indicate that it intends to submit a proposal, (ii) provide the name of its contact person and contact information (name, company, address, phone, and e-mail address) for any and all communications during the RFP process, (iii) access certain important information, and (iv) attend the Pre-Proposal Meeting.

A Pre-Proposal Submission Meeting shall be held on November 8, 2024 at 3:00 PM via Microsoft Teams. Potential proposers are strongly encouraged to attend.
Each proposer shall submit one (1) original together with a PDF of the proposal on a CD-ROM or USB flash drive (please note that in the event of a discrepancy, the hard copy documents will govern over the electronic submission), in sealed envelopes bearing the name of the proposer and clearly marked:
