2025 Affordable Housing Administrative Agent

The Borough of Kenilworth is soliciting proposals for an Affordable Housing Administrative Agent for the contract period commencing January 1, 2025. The selected agent will provide administrative services related to affordable housing as outlined in the Uniform Housing Affordability Controls and the Fair Housing Act. This includes affirmative marketing, responding to inquiries, maintaining operating manuals, ensuring restricted unit eligibility, and advising the Borough on affordable housing requirements. Proposals must be submitted by Thursday, January 16, 2025, at 11:00 a.m. to Theodore Georgiou, Qualified Purchasing Agent, at Kenilworth Borough Hall. Vendors must demonstrate a minimum of 10 years of experience in providing administrative agent services and 5 years servicing governmental agencies. Submissions must include standard proposal forms, a statement of ownership disclosure, a non-collusion affidavit, EEO/Affirmative Action evidence, an Americans with Disabilities Act acknowledgement, disclosure of prohibited activities, an insurance acknowledgement, a New Jersey Business Registration Certificate, and a W-9 form. The Borough will award the contract or reject all submissions no later than 60 days from receipt of same. The Borough reserves the right to reject any or all submissions due to defects or waive informalities and accept any submissions that will be in the best interest of the Borough. The contract period will terminate no later than December 31, 2025.
