RFP - 2024 Bond Counsel

The Borough of Kenilworth is soliciting proposals for 2024 Bond Counsel services. The selected vendor will be responsible for a range of tasks including preparing and reviewing bond ordinances, assembling certified records of proceedings, preparing resolutions for bond sales, consulting with auditors on maturity schedules, reviewing official statements, and arranging for the printing and distribution of official statements and notices of sale. The contract period will commence no sooner than January 1, 2024, and terminate no later than December 31, 2024. Key requirements include being a licensed attorney-at-law in the State of New Jersey for at least ten years, with a minimum of five years' experience serving as Bond Counsel to one or more governmental entities in New Jersey. Proposers must submit one originally signed copy and one digital copy (CD or USB drive) of their proposal in a sealed envelope clearly marked "2024 Bond Counsel" to the Qualified Purchasing Agent, Martha Lopez, by December 1, 2023, at 11:00 AM. The proposal must include standard proposal forms, a Submission Form/Qualification Statement, an RFP checklist, statement of ownership disclosure, a non-collusion affidavit, required EEO/Affirmative Action evidence, an insurance requirement acknowledgement form, New Jersey Business Registration Certificate, and a W-9. The Borough intends to qualify firms that possess the professional, financial, and administrative capabilities to provide the proposed services and comply with the terms and conditions determined by the municipality to provide the greatest benefit to the taxpayers, and operational efficiencies of the Borough of Kenilworth.
