Renewable Energy Consulting Services

The City of Linden, New Jersey, is soliciting Requests for Qualifications (RFQ) for Renewable Energy Consulting Services, with a contract term from May 1, 2025, through December 31, 2025. This critical engagement seeks highly qualified individuals and firms to provide expert guidance on energy-saving practices, innovative strategies, and emerging renewable energy technologies. The comprehensive scope of work includes advising on advanced renewable energy programs specifically related to processing various waste streams, such as general waste, recycling, grass clippings, leaves, computers, paper, aluminum, and plastics. Beyond waste management, consultants will also provide construction inspections, engineering reporting, and design services on an "as needed" basis, maintaining a close collaborative relationship with the Mayor’s Office, Division of Engineering, and Division of Public Works. Specific project areas within the scope include site, land use, and environmental planning; facility, infrastructure, and project design, construction, and operation; building systems evaluations; mechanical design services; transportation and traffic signals; stormwater and sanitary sewers; watercourses; airports; landfill management; railway infrastructure; and solar energy initiatives. Consultants will be responsible for developing "as-built" plans, conducting treatability and process evaluations, performing feasibility and comparative cost reviews, and managing permit requirements with agencies like the New Jersey Department of Transportation and the New Jersey Department of Environmental Protection. Prospective contractors must demonstrate a robust background, including a minimum of five (5) years of direct experience in providing renewable energy services to governmental entities. Essential contractor qualifications include strict adherence to New Jersey state regulations such as N.J.S.A. 10:5-31 et seq., P.L. 1975, c. 127, and N.J.A.C. 17:27-1 et seq., pertaining to affirmative action goals and equal employment opportunity. Furthermore, compliance with N.J.S.A. 52:32-44, the Business Registration of Public Contractors Act, is mandatory, requiring a valid Business Registration Certificate. Submitting firms and all assigned personnel must also certify that they are not disbarred, suspended, or otherwise prohibited from professional practice by any federal, state, or local agency. Required documentation includes a completed Disclosure of Ownership form (N.J.S.A. 52:25-24.2) and a Non-Collusion Affidavit, underscoring the commitment to fair and transparent procurement practices. While no mandatory pre-bid meetings are specified for this RFQ, successful proposers may be required to attend general bid-related conferences as deemed necessary by the City.
