Procurement Portal Home Page Procurement Portal Calendar Purchasing Department The Purchasing Department is responsible for oversight of the Township's purchasing functions. All purchase orders for goods or services are processed through this office. The information provided here is intended to help businesses understand the purchasing procedures and practices of Lower Township. This information will help you understand our practices and make it easier for us to assist you. The Township of Lower encourages and welcomes the interest of new vendors as well as current suppliers. We are committed to maintaining transparent, fair, and competitive procurement processes that serve the best interests of our community. Office Hours The Purchasing Department's hours are 8:30 AM to 4:30 PM, Monday through Friday, except holidays. You can contact our office by calling (609) 886-2005 x123 or by email at rosborn@townshipoflower.org Appointments Vendors must make an appointment before calling on the Township Purchasing Department to ensure availability of appropriate Township personnel. No assurance can be given to vendors who arrive unannounced. Purchase Order Required No items are to be purchased or services rendered to the Township of Lower without a properly executed purchase order, including approval from the Chief Financial Officer, Purchasing Agent, and Township Manager. Business Registration Act P.L. 2004, C.57 requires that vendors provide municipal governments proof of business registration. If you have not already done so, please provide a copy of your "Business Registration Certificate" to the purchasing office. All vendors are required to submit a Business Registration Certificate (BRC). Methods of Procurement Purchases Under $4,000 - Request for Quote For purchases under $4,000.00, no solicitation of quotes is required and the Township may issue purchase orders for goods or services according to its needs. Purchases $4,000 to $17,500 For purchases between $4,000 and $17,500, the Local Public Contracts Law requires the Township to obtain quotes. Quotes may be solicited verbally or in writing. All quotes should be FOB Lower Township, or any and all freight charges should be included in the vendor's proposal. Orders will be placed via a Lower Township Purchase Order. Written requests for quotes will include forms to be submitted along with the date and time of submission. Timely responses are greatly appreciated and benefit both the Township and the vendor. Purchases $17,500 to $53,000 - Pay to Play Requirements Purchases in excess of $17,500 are required to comply with Pay to Play regulations pursuant to N.J.S.A. 19:44A-20.4. For purchases between $17,500 and $53,000, this requires the Township to solicit proposals. Important Note: Vendors should be aware that the law requires aggregation by vendor. Therefore, multiple small purchases with a single vendor may exceed the Pay to Play threshold and require the Pay to Play packet to be completed. Over $53,000 - Formal Bidding Formal bidding is required for any commodity, service, or public improvement when the cost exceeds the statutory bid threshold of $53,000, pursuant to N.J.S.A. 40A:11-3. Bid Submission Requirements: Bids must be submitted in accordance with the terms and conditions prescribed in the respective bid package All bids must be sealed and submitted by the deadline specified in the bid documents Bid Opening Process: Sealed bids are publicly opened and read aloud at the time, date, and location specified in the bid documents All interested parties are welcome to attend the public bid opening Evaluation and Award Process: Bids are tabulated and evaluated based on: Best price offered Compliance with bid specifications Other relevant considerations as outlined in the bid documents A comprehensive recommendation is prepared and submitted to the Township Committee for final award decision. --- Document: Resurfacing of Various Streets - Diamond Beach --- NOTICE TO BIDDERS RESURFACING OF VARIOUS STREETS - DIAMOND BEACH Notice is hereby given that sealed proposals will be received by Lower Township Clerk's Office, Cape May County, New Jersey for the Diamond Beach Road Resurfacing opened and read in public at the Township of Lower Municipal Building, 2600 Bayshore Road, Villas, Cape May County, New Jersey on April 1, 2026 at 10:00 a.m. prevailing time for: RESURFACING OF VARIOUS STREETS - DIAMOND BEACH Bid Documents and Drawings for the proposed work, which have been prepared by DeBlasio & Associates, P.C., are available at the office of said Engineer at 4701 New Jersey Avenue, Wildwood, New Jersey 08260, and may be inspected by prospective bidders during business hours. Federal Labor Standards require that Contractors and Sub-Contractors pay the higher of the State or Federal Wage Rates and fringe benefits in effect at the time the contract is signed. Upon approval of any pending applications for registration, the successful contractor and any subcontractors must submit copies of the approved registration certificates to the owner. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Lower in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Lower in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid.
