Purchasing is a function of the department of finance. The Township of Manalapan strives to procure goods and services on behalf of the township departments in the most cost effective and efficient manner. Purchasing is an area of government governed by the Local Public Contracts Law n.j.s.a. 40a.11-1 et. Seq.
The Local Public Contracts Law governs the activities of municipalities, counties and other local governmental units in contracting for the performance of any work or services or the furnishing or hiring of any materials or supplies.
Whenever any contracting unit elects to purchase goods or services the cost of which exceeds the threshold amount established under N.J.S.A. 40A.11-3(b), such units must do so through competitive bidding in accordance with the requirements of the Local Public Contracts Law.
The purpose of the Local Public Contracts Law is to secure economy and the benefits of unfettered competition for the public in the procurement activities of the contracting unit.

Appointments
Vendors wishing to make an appointment with the Purchasing Department are encouraged to call 732-446-8342 Monday through Friday 9:00 a.m. to 4:00 p.m. Vendors are requested to make purchasing their first point of contact.
Methods for Procurement
Request for Quotation (RFQ)
The Township of Manalapan requests quotations for purchases between $6,600.00 and the statutory bid threshold of $44,000.00. Requests for quotations may come from the Purchasing Department or individual departments. Timely responses by vendors will assist us in responding quickly to the needs of the departments.
Invitation for Bid (IFB)
Sealed bids are generally required for any commodity, service, or public improvement when costs exceed the statutory bid threshold of $44,000.00. Submittal must be in accordance with the terms and conditions stated in the bid package. Bids are advertised in the Asbury Park Press and generally can be picked up at the Purchasing Department unless specifically stated in the Notice to Bidders.
Bids are opened and read in public at the date, time and place specified in the “Notice to Bidders”. Vendors are invited to attend all bid openings.
Bids are evaluated for best price, compliance with bid specifications, financial responsibility, reputation of vendor, service availability and other relevant considerations.
A recommendation is submitted to the Township Committee for award.
Notification of award/rejection will be made in writing.
