(Prevailing time), sealed bids will be opened and read aloud in Council Chambers at the Borough of Manville, 325 N Main Street, Manville, NJ 08835. All Bids shall be delivered to the Borough Clerks Office addressed to The Borough of Manville, bearing the name and address of the bidder written on the face of the envelope. The responses shall be clearly marked as "BID" with the contract title and/or BID # being identified. Bidders shall submit an original as well as a printed copy(ies), clearly labeled as “COPY” ,bidders shall also submit their bid in CD/ Flash Drive form. EMERGENCY WARNING SYSTEM BID NOTE: it is the bidder’s responsibility to ensure that the bid package is delivered by the bid opening date and time. Any bid document received after the deadline established by the Department of Purchasing will not be accepted, regardless of the method of delivery. Submission of Bid: If indicated, bid proposals must be accompanied by a certified check, cashier’s check, or bid bond in the amount of ten per centum (10%) of the total amount of the bid, but not in excess of twenty thousand ($20,000) dollars and made payable to the Borough of Manville. Onderko Borough Form of Government The Borough is governed by a Mayor and Borough Council elected by voters. The Mayor is elected for a four-year term. The duties include presiding at meetings of governing body, signing contracts, and appointing various Borough officials and members of boards and committees subject to Council confirmation. The Mayor votes only when there is a tie vote. There are six members of the Borough Council who are elected at large to serve staggered three-year terms of office. The Council approves the an- nual budget and capital plan for review and approval by the Mayor and Council. Administrator The Administrator is appointed by the Mayor and Council. The Borough Administrator directs all Borough departments in accordance with policy directives as determined by the Mayor and Council. As the Chief Admin- istrative Officer, the Administrator is responsible for the day-to-day oper- ations of the Borough. Other job functions include serving as the pur- chasing agent, personal officer, liaison with Federal, State and local Agen- cies, and preparation of the annual budget and capital plan for review and approval by the Mayor and Council Chief Financial Officer The Chief Financial Officer is a Certified Municipal Finance Officer as required by State law. The C.F.O. is responsible for all financial func- tions. On designated Emergency Streets, residents are required to remove all vehicles as soon as the snow begins to fall. Failure to remove a vehicle from an Emergency Street will result in a traffic summons and vehicle being towed in Accordance with Borough Ordinance #500. Please check the Police Department’s website for des- ignated Emergency Streets. Whenever a snow emergency has been declared by the Governor and Borough Office of Emergency Management, NO vehicles shall be parked on any street or roadway in the Borough per Ordinance #2022-1286. Snow Emergency Plan Depending on Nature of the Storm Roads are pretreated as soon as the snow begins to accumulate Plowing Operation does not start until an accumulation of 2-3 inches. During the storm, one or two passes are performed on each street Only when storm is over are the streets plowed curb to curb Snow plowing guidelines are dependent upon the na- ture of the storm. When curbing the streets, it is unfortunate that snow gets piled up in the end of already cleared driveways. This is unavoidable and it is suggested to residents that cleaning the end of a drive- way be done after streets are fully curbed. In accordance with Ordinance #2017-1181, residents are to refrain from putting snow into the streets. This is not per- missible and creates a safety hazard. In addition, property owners are required to clear their sidewalks of snow, ice or sleet 12 hours after the storm event has ended. Utility Information Street Light Outage If you’re a PSE&G electric customer, you can report a street light outage through the PSE&G My Account Log In or call PSE&G at 1-800-436-7734. Prior to contacting PSE&G, please obtain the pole num- ber (located on a metal plate on the pole), the street name, nearest cross street, and “in front of address” to help locate and complete the repair. The Department of Public Works will also assist with any of your street light outages and concerns. Sanitary Sewer Collection Maintenance To maintain your sewer line and avoid blockages, certain materials should not be flushed or dropped/inserted into the line, such as baby diapers, toys, personal hygiene products, construction debris, etc. Prohibited The discharge of stormwater, surface water, ground water and/or subsurface drains (sump pumps) is not permitted into the sanitary sewer system. All future monthly sewer charges will be included on your monthly water bill beginning with the November water usage billing cycle produced by New Jersey American Water (NJAW). During emergency situations or extreme weather conditions, these sirens will be activated. When Sirens are sounding residents may tune to Radio Station AM 1690 for additional Information. The Sirens are tested on the First Saturday of each month at noon. Please note these are only tests. Volunteer Firefighters Needed To be eligible to become a member, you must be: A resident of the Borough of Manville At least 18 years of age Pass required health and physical screenings The Manville Fire Department will consider all positions without regard to race, color, religion, creed, gender, national origin, sexual orientation, age, disability or veteran status including other legally protected status. Severe flooding occurs in Manville when these rivers overflow their banks into the northern section (Raritan) and the Lost Va lley section (Millstone). The Lost Valley section in eastern Manville is situated on the natural flood plain between the Raritan and Millstone Rivers, and bears the brunt of occasional flooding events which affect the river basins. The southern parts of Main Street also suffer from flooding, due to the presence of a stream that backs up with water from the nearby Millstone River in which it empties, known as the Royce Brook. Floodplains from each of these rivers can combine and isolate a central portion of the Borough of Manville, if flooding conditions become severe enough. Living in community that is over 35-percent 100-year floodplain by area means the risk of damage due to flooding is always present and you should take precautions. Flood levels could affect your property and you should be prepared. FLOOD INSURANCE RATE MAP ZONE DETERMINATIONS AND BOROUGH FLOOD SERVICES As a public service, the Borough of Manville Building Department will provide you with the following information upon request: Whether your property is in a special flood hazard area as shown on the current flood insurance rate map (FIRM) on file. Additional flood insurance data for a site, such as the specific flood zone and the base flood elevation depth if shown on the FIRM. Flood depth, also if it is in an area or near that has flooded multiple times in the past. The Borough has a handout on flood insurance purchase requirements that can help people who may need a mortgage or loan for a property in the special flood hazard area. If you would like to make an inquiry, please note your street address and the lot and block of your property. Additionally materials concerning flooding are contained in the Manville Library. -The Borough Construction Office can reached at 908-725-9478 ext. 117 Monday through Friday. FLOOD INSURANCE Approximately 12 percent of the buildings located in the Borough are located in a flood hazard area as mapped by the Federal Emergency Management Agency. Flood insurance is avail- able for said properties. If you do not have flood insurance, contact your insurance agent regarding the same. A standard homeowner’s insurance policy will not cover certain damage from flooding. However, the Borough participates in the National Flood Insurance Program (NFIP) which allows homeowners to purchase a separate flood insurance policy. This insur- ance is backed by the Federal Insurance program and is available to everyone, even to property owners who have previously been flooded. Some people have purchased flood insurance because it was required by a bank or mortgage company. There is a 26% chance of a possible flood during the life of a 30 year mortgage. Usually such policies only cover the building structure and not the contents. During flooding which occurs in the Borough, contents of a property can also be damaged. If you currently have flood insurance, you should make sure that contents are also covered. Flood insurance is also available to renters for personal property within a structure. There can be a 30 day waiting period before flood insurance coverage goes into effect. You should plan accordingly. Also, be mindful that private insurance policies are available, which are not affiliated with the NFIP. It is im-portant to know whether you have NFIP or private insurance. FLOOD SAFETY All residents should remember the following in the event of a flood: Do not walk through flowing water during a flood. A mere 6 inches of fast moving flood water can knock over an adult. Currents can be deceptive and move faster than anticipated. Do not drive through flooded areas. Flood water can lead to vehicle damage, personal injury and even death in severe instances. It takes just 12 inches of rushing water to carry away a small car, while two feet can carry away almost any automobile. Turn around, don't drown. Stay away from power lines and electrical wires. The number two killer regarding floods is electrocution. Electrical current can travel through water. Call 9-1-1 immediately to report a fallen or otherwise unsafe power line. If power lines are touching your car, do NOT get out unless your life is in immediate danger. Have your utilities turned off. If you know a flood is coming, you should shut off the gas and electricity and move valuable contents upstairs. This includes any such contents which are currently in a garage which also may be subject to flooding. Immediately after a flood. Don’t smoke or use candles or other open flame unless you know the gas has been turned off in the area in question and said area is vented properly. During severe flood events, City Officials may decide that evacuation is necessary. Please follow all advisories and warnings in case of evacuation. Rabies Information NJ State Law requires that animal’s rabies vaccination must be valid through 10 months of the licensing year (October 31). If your animals’ rabies vaccination expires anytime between Janu- ary and October of the current year, the animal will need to be re-vaccinated before a license can be issued. Spay/ Neuter Dogs are not required to be neutered. If the dog is not neu- tered/ spayed a population control fee of $3.00 will be added to the cost of the license. Application and Fee Applications are available in person at the clerk’s office or on Manvillenj.org. Please bring or send completed application, fee and appropriate paperwork to procure license. Pick Up After your Pets Your everyday activities can affect water quality. Help reduce the amount of pollution that flows into our waterways by following the tips below. • Pick up after your pet. Properly dispose of pet waste into the trash or toilet. Animal waste contains coliform bacte- ria, which is harmful to our health and, when washed into swimming waters, can result in beach closings. • Carry a newspaper or plastic bag to pick up the waste when you walk your pet. Nuisance laws prohibit you from allowing your pet’s waste to remain on private or public land. The Stormwater catch ba- sin system collects rainwater and directs it to the waterways through catch basins and outfalls. The Borough’s stormwater catch basins are identified with markers. Remember, if it goes down there, it will end up in our streams, lakes, and rivers affect- ing our wildlife and drinking water. Stormwater pollution is one of New Jersey’s greatest threats to clean and plentiful water. In an attempt to reduce the amount of pollutants that enter our water system annually, the Borough of Manville has adopted several ordinances to pre- vent and control storm water pollution. Plastic bags cannot be accepted. Leaf vacuuming should begin mid-to late-October and the start of this service is based on the amount of fallen leaves. Residents can place leaves loose curbside once this service begins; however, leaves must be kept at least ten feet away from any storm water catch basin. Loose leaves must be free of any other yard waste (garden debris, branches, etc.). These types of items should be bun- dled or bagged for the scheduled yard waste days. Should you have a small amount of leaves, please place them in a container or biodegradable bag for pick-up on yard waste day. The service of leaf vacuuming is done in each section of town at least once per week and is dependent on volume and will contin- ue to about mid-December, weather permitting. If the weather becomes inclement, please contact Department of Public Works for the status of the leaf pick-up service. Be safety wise and never park a vehicle close to or on top of leaf piles.
