Interested respondents to this RFP must deliver a sealed envelope bearing the title no later than the date and time specified below. Sealed proposals shall be submitted to the Administrator for the Borough of New Providence, 360 Elkwood Avenue, New Providence, NJ, for Consulting services no later than May 2, 2025, at 11:00 am.

Consultant, Downtown Improvement District RFP
The Borough of New Providence’s Downtown Improvement District seeks an Independent
Consultant to enhance the economic development in downtown New Providence.
Mission
The New Providence Downtown Improvement District (DID) is a non-profit management
organization dedicated to the ongoing development and promotion of the business
community of New Providence’s Downtown Improvement District. Our DID's mission is to
support local marketing efforts, sponsor and promote programs to enhance business and
community engagement, and provide resources and support to all DID stakeholders.
Downtown Improvement District (DID) Consultant
*This position is a consultant contract with the DID. The consultant is not an employee of
the DID and will not receive any benefits such as medical insurance, retirement, etc.
The DID contracts the duties and responsibilities outlined in this document for a flat fee per
year, paid monthly to the Consultant; the Consultant does not work hourly.
The hours required by the consultant to execute their tasks, duties, and responsibilities
may vary month to month. The Consultant shall commit to providing the time needed and
making themselves available (as may be required) to execute the tasks, duties, and
responsibilities as outlined in this document effectively and on a timely basis. This may
require the Consultant to work on any day of the week, including weekends and evenings.
The DID does not provide a workspace or office; the Consultant shall perform their office
tasks and duties from their own office space using their own furniture, equipment,
telephone, computer(s), etc. All utilities and expenses for working from this office space
shall be the responsibility of the Consultant.
The Consultant shall attend all in-person meetings when required or as appropriate.
Additionally, they shall attend and participate in any events in which the DID has a
presence.
Other Requirements:
The DID does not provide a vehicle for transportation or any equipment, such as a cell
phone, computer, etc. – the Managing Director Consultant must provide their own vehicle
and equipment to do their job effectively.

Consultant Qualifications
• Proven track record in downtown planning, economic development, marketing, or
related fields. Experience in retail, small business management, and development.
• Proven ability to use resources effectively and work independently and
collaboratively with a diverse and passionate group of stakeholders.
• Self-starter, flexible, open-minded, creative thinker who can multitask and manage
several projects simultaneously. Strong financial oversight and planning
capabilities. Strong written, verbal, and public speaking skills. Able to manage staff,
vendors, and volunteers.
• Grant writing and reporting experience preferred.
• Proficiency in Microsoft Office Suite, QuickBooks, Constant Contact, and various
social media outlets (Facebook, Instagram, Twitter, LinkedIn)
Strategic Planning and Management
• Develop a comprehensive approach by setting objectives/goals; choosing internal
point people to work with.
Resources and Business Growth
• Help find and apply for grants to support key projects.
• Using our new plan, aim to boost the vitality of the existing business community.
• Determine what business types might benefit the town; develop strategies/policies
to attract new businesses and stimulate growth.
• Create incentive programs to encourage new businesses to set up shop in New
Providence.
Brand Development
• Refresh the borough’s brand to make it more appealing.
• Develop brand guidelines to ensure a consistent look and feel across all platforms.
Boosting Digital Presence
• Optimize the borough’s website to better promote economic development and
engagement: website copy, communications to the business community.
• Suggest guidelines for social media campaigns to engage with the community;
optimize social accounts
• Implement SEO strategies to improve online visibility.
Content Creation and Campaigns
• Launch targeted marketing campaigns
• Audit borough website for messaging alignment; update copy and provide
suggestions for best user experience.
• Produce videos that showcase the best of New Providence.
Community Engagement and Partnerships
• Organize community surveys to gather feedback (and community buy-in).
• Build relationships with local businesses and organizations to strengthen support.
Measuring Success
• Provide regular reports to track our progress and impact.
• Analyze the effectiveness of our marketing efforts quarterly.
• Conduct an annual review to assess our overall success.
Find New Opportunities
• Research ways to boost tourism (like attracting filming projects) to New Providence.
