Request for Qualifications - Operational Review Services

The Borough of New Providence, New Jersey, is soliciting Qualification Statements from qualified persons and/or firms for Professional Services – Operational Review Services for calendar year 2026. This Request for Qualifications (RFQ) seeks expertise in conducting operational and management efficiency reviews across municipal operations, potentially supported in part by a grant under the Management Enhancement Review Program (MERP). The comprehensive scope of work includes, but is not limited to, human resources management, labor relations and negotiations, information technology, engineering and planning, code enforcement, finance and administration, public works, and public safety, aiming to identify efficiencies and improve government service delivery for the approximately 14,000 residents within its 4 square miles. Prospective respondents must demonstrate a minimum of five years of experience in providing operational review services for public sector entities in New Jersey, possessing knowledge and expertise across all listed operational areas of local government units. Key qualifications include designated professional and support staff, the ability to provide the required services, and references from at least two operational reviews completed within the past two years for comparable public-sector entities, accompanied by a sample study. Mandatory submission requirements also encompass a Business Registration Certificate, a Certificate of Employee Information Report with the State of New Jersey, an Affirmative Action Statement, a Non-Collusion Affidavit, an Owner Disclosure Information form, a Disclosure Statement, and evidence of professional liability (errors and omissions) insurance with limits of not less than $1,000,000, or a binding commitment to obtain such coverage prior to contract execution. Qualification Statements must be submitted as an original and one copy, hand-delivered or mailed, to the Office of the Borough Clerk, Municipal Building, 360 Elkwood Avenue, New Providence, New Jersey 07974. Additionally, a Portable Document Format (PDF) of the Qualification Statement must be emailed to Clerk@newprov.us. The absolute deadline for receipt of proposals is Wednesday, July 8, 2026, at 10:00 AM. A cost proposal detailing hourly rates for professionals and a willingness to negotiate flat amounts per engagement/assignment is also required.
