Request for Qualifications - Operational Review Services

The Borough of New Providence, New Jersey, is soliciting Qualification Statements from qualified persons and/or firms to provide comprehensive Operational Review Services for calendar year 2026. This Request for Qualifications (RFQ) seeks expertise in municipal operations and management efficiency reviews, potentially supported by a Management Enhancement Review Program (MERP) grant. The scope of work is extensive, covering various critical operational areas including human resources management and labor relations, information technology, engineering and planning, code enforcement, finance and administration, public works, and public safety. The Borough aims to identify and qualify entities possessing the professional, financial, and administrative capabilities to deliver these essential services, ultimately seeking to secure the greatest benefit for New Providence taxpayers through efficient and effective municipal management. Prospective contractors must demonstrate a minimum of five (5) years of experience in providing operational and management efficiency reviews specifically for public sector entities in New Jersey. Key qualifications include proven knowledge and expertise across all operational areas of local government units, a robust designated professional and support staff, and the ability to effectively deliver the required services. Respondents are required to furnish references from at least two (2) operational reviews successfully concluded within the past two years for comparable public-sector entities, along with a sample operational review study for a community of similar size in New Jersey. Furthermore, mandatory requirements include a professional liability (errors and omissions) insurance policy with limits of not less than $1,000,000, a New Jersey Business Registration Certificate, an Affirmative Action Statement, a Non-Collusion Affidavit, and an Owner Disclosure Information form, ensuring compliance with state regulations. Submissions require an original and one (1) physical copy, in addition to a Portable Document Format (PDF) copy emailed to Clerk@newprov.us.
