NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Town Of Newton for PROPOSED WATERMAIN IMPROVEMENTS ON NEW HAMPSHIRE STREET in the Town Of Newton. The principal items of work to be constructed along with their approximate quantities are as follows:
8” Ductile Iron Watermain, Class 54, Double Cement Lined: 1,002 Lin. Ft.
3/4" Corporation Stop: 30 Units
12” x 8” Tapping Sleeve and 8” Wet Tap Gate Valve
2” Above Ground Temporary Service

Bids will be opened and read in public at the Town Of Newton Municipal Building, 39 Trinity Street, Town Of Newton, New Jersey 07860 on
June 16, 2026 at 10:00 AM
, prevailing time.
Specifications and Forms of Bids for the approved work prepared by Harold E. Pellow, Town Of Newton Engineer of Harold E. Pellow & Associates, Inc., and approved by the Town Of Newton Council, have been filed in the office of said Engineer at 17 Plains Road, Augusta, New Jersey 07822 (phone number 973-948-6463). Prospective bidders must contact the Engineer’s office between the business hours of 8:00 AM to 4:30 PM, Monday through Friday, to discuss arrangements for the purchase and delivery of the bid package. Bid packages can only be obtained electronically or by mail. Electronic copies of the bid package, at no charge, may be obtained by contacting the Engineer at the above-mentioned phone number. Hard copies of the bid package may also be obtained by contacting the Engineer by phone or by mail and will be mailed upon receipt of payment of $80.00 for the cost of preparation, none of which is refundable. Prospective Bidders shall telephone at least twenty-four (24) hours, or at least one (1) business day, in advance to reserve Bidding Documents, Plans, and Specifications.
Bids must be made on Standard Proposal Forms in the manner designated therein and required by the Specifications, must be enclosed in sealed envelopes, bearing the name and address of the bidder and name of the Project on the outside: addressed to the "
Municipal Clerk
" for the Town Of Newton and clearly marked on the outside
"BID FOR PROPOSED WATERMAIN IMPROVEMENTS ON NEW HAMPSHIRE STREET "

must be accompanied by a notarized Non-Collusion Affidavit; Consent of Surety; Disclosure Statement; Bid Checklist – Administrative Documents; Certified Check or Bid Bond for not less than ten percent (10%) of the amount bid, provided said check or bid bond need not be more than $20,000.00 (twenty thousand dollars) nor shall it be less than $500.00 (five hundred dollars); Business Registration Certificate, provided by the New Jersey Division of Revenue according to State of New Jersey Mandate P.L. 2004 c.57 (N.J.S.A. 52:32-44) for the bidder and proposed subcontractors; Statement of Corporate Ownership pursuant to N.J.S.A. 52:25 24.2; listing of Subcontractors as required by N.J.S.A. 40A:11-16; if applicable, Bidder’s Acknowledgment of Receipt of any Notice(s) of Revision(s) or Addenda to an Advertisement, Specifications, or Bid Documents; and be delivered at the place on or before the hour named above
. The Standard Proposal Form, Non-Collusion Affidavit, and Disclosure Statement are attached to the Supplementary Specifications, copies of which will be furnished upon application to the Town Of Newton Engineer.
The delivery or non-delivery of the bid proposal is the sole responsibility of the bidder.
The Town Of Newton is not responsible for any bid proposals that are either mailed or overnight delivered that do not arrive at the prevailing bid time and location.
Bidders are required to comply with the provisions of the New Jersey Local Public Contracts Law (
N.J.S.A.
40A:11 et seq.) and the requirements of the Public Works Contractor Registration Act.

The Town Of Newton Council reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2 and any bid that is non-responsive or submitted by a bidder that is not responsible.

TOWN OF NEWTON
PRIVACY POLICY
The Town of Newton, hereinafter known as “Town”, recognizes and respects your right to privacy
regarding personal identifying information revealed to the Town through your use of the Town's web site.
This Privacy Policy explains the Town's practices for collecting personal identifying information from the
Town's website, and the choices you can make that determine how your personal identifying information
is collected and used by the Town. For the purpose of this Privacy Policy, the Town will use the term
"identity information" to refer to your information which identifies you individually, including, but not limited
to, your name, phone number, email address, physical address, access dates, IP addresses and pages
accessed as well as other data.
By accessing this web site, you agree to the terms of this Privacy Policy.
The Town will not release identity information without either: (1) the consent of the person providing the
information, or (2) a court order. However, it is important to understand that the Town has obligations to
provide public access to "public records" under the Open Public Records Act. Thus, while the Town will
make every effort to protect the privacy of your identity information consistent with the requirements of the
NJ Public Records Act, there may be portions of your communications that the Town will be required to
reveal to the public. For example, the Town may be required to provide access to the substance of your
communication, with a deletion (or redaction) of your identity information.
The Town receives identity information from customers through the Town website through a variety of
online forms or modules and/or transactional applications. The primary reason that the Town collects and
maintains citizen information is to serve you and administer your customer relationship with the Town.
The Town values opinions and comments from citizens, so it may occasionally conduct online surveys.
Participation in these surveys is entirely optional. Typically, the information is aggregated and used to
record citizen opinions on important community issues. Survey participants are anonymous unless
otherwise stated in the survey.
The Town tracks web server log files in order to create aggregate statistical reports, detect errors, and
maintain security. These reports do not contain any personally identifiable information of users outside
the Town network.
The Town may use identity information collected to distribute information about Town services.
The Town of Newton provides users the opportunity to opt out of receiving communications from the
Town and/or modify information previously provided by sending email to the Town Manager, Thomas S.
Russo, Jr., at trusso@newtontownhall.com.

This Privacy Policy (Version 2009-01) is effective as of September 1, 2009, concurrent with the
establishment of the Town's updated website. The Town expects to update the website and this Privacy
Policy on a regular basis in order to incorporate improvements over time. As updates to this policy are
adopted, archived versions of older policies will be maintained by the Town Clerk in accordance with the
Town's records retention policy.
