REEXAMINATION OF THE BOROUGH OF NORTH ARLINGTON MASTER
PLAN PURSUANT TO N.J.S.A. 40:55D-89
RESOLUTION NO.
WHEREAS, the Planning Board of the Borough of North Arlington, Bergen County,
State of New Jersey ("Planning Board"), was established pursuant to all requirements and
provisions of the New Jersey Municipal Land Use Law ("MLUL") (N.J.S.A. 40:55D-1 et
seq.);
WHEREAS, the Planning Board adopted the current Borough of North Arlington Master
Plan pursuant to Article 3 of the MLUL (N.J.S.A. 40:55D-28) in November 2003;
WHEREAS, N.J.S.A. 40:55D-89 provides that each municipality within the State of
New Jersey periodically re-examine its Master Plan polices and assumptions, zoning
restrictions, and site plan and subdivision regulations, and prepare and adopted by
resolution a report on the findings of such reexamination;
WHEREAS, upon notice duly provided pursuant to N.J.S.A. 40:55D-13, and in
accordance with all associated requirements of the MLUL, the Planning Board held a
public hearing on the Master Plan Periodic Reexamination Report dated March 2016
("Reexamination Report"), pursuant to N.J.S.A. 40:55D-10-(a), on May 16, 2016;
WHEREAS, the Reexamination Report made certain recommendations including but not
limited to, continued monitoring of recent developments with Affordable Housing in
New Jersey, the rezoning of portions of the R-1 Residential District to the R-2 District to
better reflect current development trends; revisions to certain bulk standards to better
reflect current development trends; review permitted uses in the 'C' zones; provide better
access to parks and recreation areas, etc..;
WHEREAS, the Planning Board has determined after reexamination of the master plan,
receipt of public comment, and public deliberation regarding same, that the Borough of
North Arlington Master Plan must be amended to reflect the changed conditions and
assumptions that have changed since the adoption of the prior Reexamination Report
adopted in November 2003;
WHEREAS, the Planning Board has determined that the adoption and implementation of
the recommendations contained in the Reexamination Report is in the public interest and
protects public health and safety and promotes general welfare.

NOW, THEREFORE, BE IT RESOLVED, by the Planning Board that after re-
examining the Master Plan and reviewing draft documents prepared by Heyer, Gruel &
Associates, Planning Consultant for the municipality, and after considering the testimony
relative thereto and the testimony of members of the public, if any, said Board made the
following Findings of Fact and Conclusions:
1. The Reexamination Report has been prepared in accordance with the
requirements of N.J.S.A. 40:55D-89.
2. The Reexamination Report reflects that the assumptions, policies and objectives
forming the basis of the 2003 Master Plan and the 2016 Master Plan
Reexamination Report have changed significantly.
3. The Planning Board concludes that the Master Plan remains a viable and relevant
instrument needing only limited responsive adjustments to changing conditions.
4. The Planning Board further concludes that portions of the Master Plan need
varying degrees of adjustment.
5. For the foregoing reasons, the Planning Board has determined that the
Reexamination Report prepared by Heyer, Gruel & Associates, dated March
2016, be adopted and that the document carry the date of the day so adopted.

Introduction

2016 Master Plan Reexamination Report
The New Jersey Municipal Land Use Law (MLUL) (N.J.S.A. 40:55D-1 et seq.) provides that each
municipality within the State of New Jersey periodically reexamine its Master Plan policies and
assumptions, and its zoning and site plan and subdivision regulations, and prepare and adopt by
resolution, a report on the findings of such reexamination. The Reexamination Report must include the
following components (N.J.S.A. 40:55D-89):
1. The major problems and objectives relating to land development in the municipality at the time
of adoption of the last reexamination report.
2. The extent to which such problems and objectives have been reduced or have increased
subsequent to such date.
3. The extent to which there have been significant changes in the assumptions, policies, and
objectives forming the basis for the master plan or development regulations as last revised, with
particular regard to the density and distribution of population and land uses, housing conditions,
circulation, conservation of natural resources, energy conservation, collection, disposition, and
recycling of designated recyclable materials, and changes in State, county and municipal policies
and objectives.
4. The specific changes recommended for the master plan or development regulations, if any,
including underlying objectives, policies and standards, or whether a new plan or regulations
should be prepared.
5. The recommendations of the Land Use Board concerning the incorporation of redevelopment
plans adopted pursuant to the "Local Redevelopment and Housing Law", into the land use plan
element of the municipal master plan, and recommended changes, if any, in the local
development regulations necessary to effectuate the redevelopment plans of the municipality.
The current Borough of North Arlington Master Plan was adopted by the Planning Board pursuant to
Article 3 of the MLUL (N.J.S.A. 40:55D-28) in November of 2003.
It is the intent of this Report to consider and provide recommendations concerning land use and zoning
issues in the Borough which have arisen during the years since the adoption of the 2003 Master Plan
Report.

1. Major Land Development Problems and Objectives
The major problems and objectives relating to land development in the Borough at the time of the
adoption of the last Master Plan Report have not substantially changed.
The following represents the goals and objectives outlined in the November 2003 Master Plan:
1. To preserve the present character of the Borough of North Arlington as an established mature
community.
2. To protect North Arlington's residential neighborhoods and maintain them as desirable living
environments by:
a) Providing for additional neighborhood amenities as needed, including street
maintenance, lighting, preserving trees, and landscaping;
b) Providing additional community facilities as needed;
c) Discouraging through traffic in residential neighborhoods;
d) Providing for rehabilitation of older housing structures where improved maintenance is
needed.
3. To preserve the balance of housing types which now exists in the Borough in the form of a
mixture of single-family, two-family, small multi-family structures, and garden apartments.
4. To preserve the present business areas of the Borough, maintaining sufficient retail, service, and
office facilities to meet the needs of North Arlington's residents.
5. To upgrade the older industrial areas of the Borough in order to maintain jobs, and preserve the
non-residential tax base.
6. To provide for the orderly transition of land uses where change is indicated.
7. To encourage the expansion of parks and recreational spaces, both Borough owned, and County
owned.
8. To provide for additional community facilities as the need arises so that all age and economic
groups in the community are provided with adequate public buildings, schools, libraries,
firehouses, and recreational facilities.

9. To maintain a high level of municipal services to North Arlington residents and non-residential
tax payers.
10. To preserve and enhance community appearance by encouraging property maintenance on the
part of private owners and by the municipality in the case of Borough owned properties.
11. To maintain and enhance community appearance through proper attention to design standards.
12. To provide for the proper circulation of traffic on the streets within the Borough and to provide
the necessary traffic regulation for safety.
13. To provide an ongoing street maintenance program to prevent disrepair.
14. To improve streets in the Meadowlands portion of North Arlington, which are under the
Borough's jurisdiction; and to cooperate with the Hackensack Meadowlands Development
Commission in providing proper access to the Meadowlands area subject to the Commission's
jurisdiction.
15. To provide for adequate storm drainage in all parts of the Borough.
16. To cooperate with the adjacent municipalities, the New Jersey Meadowlands Commission, the
County, and the State, in reviewing planning proposals along North Arlington's boundaries.

2. Extent of Reduction/Increase in Problems & Objectives
The following summarizes the extent to which each of the problems and objectives listed in Section 1,
have been reduced or have increased subsequent to the date of the last Master Plan Report:
1. To preserve the present character of the Borough of North Arlington as an established mature
community. This is an ongoing goal. The character of the Borough remains a small-scale,
residential community in the town proper, with industrial areas in their historical locations in the
southeast of the Borough.
2. To protect North Arlington's residential neighborhoods and maintain them as desirable living
environments by:
a) Providing for additional neighborhood amenities as needed, including street
maintenance, lighting, preserving trees, and landscaping; This is an ongoing goal.
b) Providing additional community facilities as needed; This is an ongoing goal.
c) Discouraging through traffic in residential neighborhoods; This is an ongoing goal.
d) Providing for rehabilitation of older housing structures where improved maintenance is
needed. This is an ongoing goal.
3. To preserve the balance of housing types which now exists in the Borough in the form of a
mixture of single-family, two-family, small multi-family structures, and garden apartments. This
is an ongoing goal. The balance of housing in several sections of the Borough is shifting from
primarily single family homes, to primarily two-family homes.
4. To preserve the present business areas of the Borough, maintaining sufficient retail, service, and
office facilities to meet the needs of North Arlington's residents. This is an ongoing goal. The
Ridge Road Redevelopment Plan is intended to help facilitate revitalization of the Borough's
primary commercial corridor.
5. To upgrade the older industrial areas of the Borough in order to maintain jobs, and preserve the
non-residential tax base. The Porete Avenue Redevelopment Plan is intended to provide
upgraded industrial facilities along the Porete Avenue industrial corridor of the Borough. The
Planning Board has recently approved of a site plan for FedEX to redevelop a 42 acre vacant

property into a distribution center. Redevelopment is occurring in the area, however this remains
an ongoing goal.
6. To provide for the orderly transition of land uses where change is indicated. Several single family
residential neighborhoods of the Borough have been transitioning towards becoming primarily
two-family neighborhoods. This is an ongoing goal.
7. To encourage the expansion of parks and recreational spaces, both Borough owned, and County
owned. No additional park lands have been added to the Borough since the adoption of the 2003
Master Plan. This is an ongoing goal.
8. To provide for additional community facilities as the need arises so that all age and economic
groups in the community are provided with adequate public buildings, schools, libraries,
firehouses, and recreational facilities. This remains an ongoing goal.
9. To maintain a high level of municipal services to North Arlington residents and non-residential

Exposition Authority (NJSEA), which now controls land use in the New Jersey Meadowlands
District.

3. Significant Changes in Assumptions, Policies, Objectives
Since the reexamination of the Borough's Master Plan in 2003, there have been significant changes in
the assumptions, policies, and objectives that must be addressed in the Borough's Master Plan. These
include but are not limited to incorporating a variety of Meadowlands protections
New Jersey Meadowlands
•
As of February of 2015, the Meadowlands Commission has been merged into the New Jersey
Sports and Exposition Authority (NJSEA) by the Hackensack Meadowlands Agency Consolidation
Act.
The New Jersey Meadowlands Commission (now NJSEA) adopted its most recent Master Plan in
2004, just one year after the Borough's most recent Master Plan. The Meadowlands District
Master Plan lists the following goals and objectives which are relevant to North Arlington:

To preserve and enhance wetlands and other valuable natural resources, open space,
energy resources, and the historical heritage of the Meadowlands District;
To cultivate a strong sense of place in a desirable visual environment through creative
development and design techniques;
The previous Master Plan was developed with the understanding that much of the
Meadowlands District lands in the Borough would be developed according to the EnCap
Meadowlands Redevelopment Project. This was a redevelopment plan which called for a large
development consisting of housing, a hotel, and a golf course to be developed on the former
landfill sites in North Arlington and neighboring municipalities which are located within the
Meadowlands District. In 2008, the NJ Meadowlands Commission (now NJSEA) terminated its
contract with the designated redeveloper EnCap over the developer's failure to meet deadlines
regarding the environmental clean-up of the site, and misrepresentations about the company's
financial standing. With this, the EnCap Meadowlands Redevelopment Project, was essentially
abandoned.
In 2009 the Meadowlands Commission (now NJSEA) adopted the Kingsland Area Redevelopment
Plan as a new plan for the redevelopment of the former landfill sites, many of which were part
of the original EnCap Redevelopment Project. The Plan was last amended in January of 2011.

The majority of lands within North Arlington that are under the jurisdiction of the NJSEA are
designated as being in the Kingsland Redevelopment Area. This area includes properties located
within Lyndhurst, Kearny, Rutherford, and North Arlington. The portions within North Arlington
are the former landfills located east of the railroad tracks. The Kingsland Redevelopment Plan
calls for these areas to potentially be redeveloped as a sustainable energy park, which would
include such facilities as a methane recovery system, public utilities, renewable energy systems,
and a solar farm. The Redevelopment Plan also calls for wetlands and wildlife habitat
restoration.
Affordable Housing
In March of 2015, the New Jersey Supreme Court issued the landmark decision of In re: Adoption of
N.J.A.C. 5:96 & 5:97 ex rel. New Jersey Council on Affordable Housing, 221 N.J. 1 (2015). The decision,
now commonly referred to as "Mount Laurel IV", rendered moribund the Council on Affordable Housing
(COAH) after COAH had failed for many years to adopt a valid set of Third Round fair share housing rules
and numbers. The Court stripped COAH of its authority to determine municipal compliance with the Fair
Housing Act. As a result, the Court has determined that until such a time that COAH can adopt a valid set
of 'fair share' housing rules and numbers, that compliance with the Fair Housing Act will be decided by
the Courts.
Census Data
2010 Census Data, and 2013 American Community Survey (ACS) data are now available which updates
the 2000 Census data which were used to prepare the 2003 Reexamination Report. The following
section outlines statistics and trends in the population, employment, and housing characteristics in the
Borough of North Arlington:
POPULATION
Though population in North Arlington increased significantly from 1910 through 1950, it decreased
between 1970 through 1990, increasing slightly through 2010. The population trends experienced in the
Borough are similar to that of Bergen County and New Jersey, as shown in the table below. There were
15,392 residents in North Arlington in 2010, which represents an increase of 1.4% from 2000. Bearing
some similarity to Bergen County and the State of New Jersey as a whole, North Arlington experienced

its greatest population between the twenties, thirties, forties and, to some extent the fifties. The
population peaked in 1970 when 18,096 people lived in the Borough. However, over the past four
decades, North Arlington has experienced a significant decrease in population between 1970 through
1990. This trend was followed by a significant increase from 1990 to 2000, and a small increase from
2000 to 2010.

POPULATION COMPOSITION BY AGE
According to the 2010 Census, approximately 75% of the Borough consisted of adults over the age of 25.
The remaining 25% of the population consisted of those who were 24 years or younger. The largest
increase in the population occurred within the 55 to 64 years cohort. There was a significant increase in
the Under 5 years cohort (13.3%) and within the 45 to 54 years cohort (13.8%). The largest decrease in
the population occurred within the 65 and over cohort (-14.8%). There were also decreases in the 35 to
44 years cohort (-10.0%) and the 5 to 14 years cohort (-8.3%).

Similar to that of the Borough, approximately 30% of Bergen County's population consisted of youth
under the age of 24, while 70% of the population were adults over the age of 25. Additionally, the
County's largest increase occurred in the 55 to 64 years cohort (30.6%). The largest decrease in
population occurred within the 35 to 44 years cohort (-15.3%).

The median age of the residents in North Arlington was 41.5 years in 2010, slightly higher than the
median age in 2000 which was 40.9 years. Analysis of age group characteristics provides insight into the
actual changes in population. This comparison is helpful in determining the impacts these changes have

A household is defined as one of more person, either related or not, living together in a housing unit,
which includes rental apartments, condominiums, houses, etc. In 2010, there were a total of 6,295
households in the Borough. 29.4% of these households were occupied by 1-person while 30.0% were 2-
person households. 18.8% of the Borough's households were 3-person. The average number of persons
per household for the Borough was 2.44, slightly less than the County's average of 2.66. Similar to the
Borough, 29.6% of the County's households were 2-person while 24.6% while 24.6% were 1-person
households. 17.9% of the households in the County were 3-person.

Family households are defined as two to more persons living in the same household, related by blood,
marriage or adoption. 65.4% of all households in the Borough were family households in 2010. 75.5% of
all families were married-couple families, while the remainder consisted of female householders with no
husband present (18.4%), and male householder with no wife present (6.1%). The average family size
was just above three persons (3.05). Most of the married couple families (60.1%) did not have any own
children under 18 years old.
Non-family households are defined as households that consist of a householder living along or sharing
the home exclusively with people with whom he/she is not related. Non-family households comprised
34.6% of all the households in the Borough. More than half (56.7%) of all non-family households had a
female householder while the remaining 43.3% had a male householder.
