2023 ROAD IMPROVEMENT PROGRAM

The Borough of North Haledon, Passaic County, New Jersey, invites bids for its 2023 ROAD IMPROVEMENT PROGRAM, a comprehensive public works initiative. This project involves the critical milling, resurfacing, and reconstruction of several key roadways: Cranberry Court, Michelle Court, Werner Avenue (from Belmont Avenue to High Mountain Road), Crest Court, Peach Tree Lane, and Saw Mill Road (from Squaw Brook to Ruff Court). The scope also includes essential spot curb repairs, new curb ramp construction to enhance accessibility, minor drainage improvements, and necessary traffic striping. Principal items of work encompass 15,420 S.Y. of HMA Milling (3” or less), 1,010 S.Y. of Hot Mix Asphalt Pavement Repair, and 2,250 TON of Hot Mix Asphalt 9.5M64 Surface Course. The contract requires completion within 45 calendar days from the notice to proceed, ensuring timely infrastructure upgrades for the community. Prospective contractors must meet specific qualification and compliance criteria to be considered for this municipal contract. Bidders are required to submit a Consent of Surety with their proposal, affirming their financial backing. Adherence to New Jersey's Equal Employment Opportunity mandates (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27) is strictly required. Corporations and partnerships must comply with Chapter 33, P.L. of 1977, regarding stockholder disclosure, and out-of-state corporations need proper certification of authorization to do business in New Jersey. The successful bidder will be responsible for complying with all prevailing wage rates set by the New Jersey Department of Labor. Additionally, the awarded contractor must furnish a 100 percent performance and payment bond based on the accepted bid amount, along with all required insurance policies or certificates as specified in the Contract, ensuring project reliability and financial security. Sealed bids for the 2023 ROAD IMPROVEMENT PROGRAM will be received and publicly opened on July 18, 2023, at 11:00 a.m. prevailing time, at the Borough of North Haledon Municipal Building, located at 103 Overlook Avenue, North Haledon, New Jersey 07508. Bid submissions must utilize the prescribed forms, which include a non-collusion affidavit and ownership statement, furnished with the Contract Drawings and Specifications. Each bid must be accompanied by a certified check, cashier's check, or a Bid Bond, amounting to not less than ten percent (10%) of the total bid, with a maximum cap of $20,000.00. Contract documents, plans, and specifications are available for inspection at Boswell Engineering, 330 Phillips Avenue, South Hackensack, New Jersey 07606, during specified business hours. Digital copies on a USB flash drive can be obtained for a non-refundable fee of $10.00, with printed copies subject to additional printing fees. All bids will remain irrevocable and available for a period of sixty (60) days. The Borough reserves the right to reject any and all bids, waive informalities, and accept the bid from the lowest responsible bidder.
