2023 Road Improvement Program

The Borough of North Haledon, located in Passaic County, New Jersey, is actively soliciting sealed bids for its 2023 Road Improvement Program. This significant public works project entails the comprehensive milling, resurfacing, and reconstruction of several key roadways, specifically Cranberry Court, Michelle Court, Werner Avenue (from Belmont Avenue to High Mountain Road), Crest Court, Peach Tree Lane, and Saw Mill Road (from Squaw Brook to Ruff Court). The extensive scope of work further includes essential spot curb repairs, the construction of ADA-compliant curb ramps to enhance accessibility, minor drainage system improvements, and the application of new traffic striping for improved safety and navigational clarity. Principal quantities outlined in the project include 15,420 square yards of HMA Milling (3” or less), 1,010 square yards of Hot Mix Asphalt Pavement Repair, and 2,250 tons of Hot Mix Asphalt 9.5M64 Surface Course. Prospective contractors are mandated to demonstrate compliance with various regulatory requirements, including N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 pertaining to equal employment opportunity, as well as Chapter 33, P.L. of 1977, which requires disclosure of partners and stockholders for all corporate and partnership entities. The successful bidder will additionally be obligated to adhere to all prevailing wage rates stipulated by the New Jersey Department of Labor, implicitly requiring New Jersey Public Works Contractor Registration. Plans, specifications, and all contract documents are made available for public inspection at Boswell Engineering, located at 330 Phillips Avenue, South Hackensack, New Jersey 07606, during business hours from 9:00 a.m. to 4:00 p.m., Monday through Thursday, and 9:00 a.m. to 11:00 a.m. on Friday. A non-refundable fee of $10.00 is required to obtain a digital copy on a USB flash drive. Sealed bids must be submitted no later than July 18, 2023, at 11:00 a.m. prevailing time, to the Borough of North Haledon, Municipal Building, 103 Overlook Avenue, North Haledon, New Jersey 07508, where they will be publicly opened and read aloud. Each bid must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond, equivalent to a minimum of ten percent (10%) of the total bid amount, not exceeding $20,000.00, made payable to the Owner as a guarantee. The awarded contractor will be required to provide both a performance and payment bond in the amount of 100 percent of the accepted bid, along with all specified insurance policies or certificates. Corporations not chartered in New Jersey must present a certificate authorizing them to conduct business within the state. All bids will remain irrevocable and valid for a period of sixty (60) days, with the Borough reserving the right to reject any and all bids or to waive informalities.
