NOTICE is hereby given that the Township of Oldmans, County of Salem, State of New Jersey, is soliciting Proposals and Qualifications pursuant to N.J.S.A. 19:44A-20.4 et seq. for Redevelopment Attorney Services.
The Township seeks a qualified attorney or law firm experienced in municipal redevelopment matters and related legal services.
Proposal specifications may be obtained from the Office of the Acting Municipal Clerk, 40 Freed Road, Pedricktown, NJ 08067, during normal business hours or on our website.
Sealed proposals clearly marked “RFQ/RFP – REDEVELOPMENT ATTORNEY SERVICES” shall be submitted to the Office of the Acting Municipal Clerk, Township of Oldmans, 40 Freed Road, Pedricktown, NJ 08067, no later than 10:00 a.m. on
May 28, 2026
, at which time submissions will be publicly opened.
The Township reserves the right to reject any or all proposals and waive informalities as permitted by law.

Request for Proposals (RFP)
Redevelopment Attorney Services
1. Introduction
Oldmans Township ("Township") hereby solicits proposals from qualified attorneys or law
firms licensed to practice in the State of New Jersey to provide legal services related to
redevelopment matters. The Township seeks experienced counsel to assist in planning,
implementation, and execution of redevelopment initiatives consistent with New Jersey
law, including but not limited to the Local Redevelopment and Housing Law (LRHL), N.J.S.A.
40A:12A-1 et seq.
2. Purpose and Objectives
The purpose of this RFP is to select a Redevelopment Attorney to:
Provide legal guidance in all phases of redevelopment projects
Assist in the designation of areas in need of redevelopment or rehabilitation
Draft and review redevelopment plans, agreements, ordinances, and resolutions
Ensure compliance with applicable statutes, regulations, and case law
Support economic development initiatives consistent with Township goals
3. Scope of Services
The selected respondent shall provide, at a minimum, the following services:
3.1 General Legal Services
Provide legal advice to the Township Committee, Planning Board, and
Redevelopment entities
Attend meetings as required (in-person or virtual)
3.2 Redevelopment Designation and Planning
Guide the Township through processes under the LRHL
Assist in preparation and review of redevelopment area investigations and reports
Draft redevelopment plans and amendments
3.3 Agreements and Negotiations
Draft, review, and negotiate redevelopment agreements
Advise on financial agreements, PILOT agreements, and tax abatement structures
3.4 Regulatory Compliance
Ensure compliance with NJ statutes, municipal ordinances, and applicable federal
laws
Coordinate with bond counsel, financial advisors, and other professionals as
necessary
3.5 Litigation and Risk Management
Provide representation or coordinate litigation strategy if challenges arise
Advise on risk mitigation throughout redevelopment processes
4. Qualifications
Respondents must meet the following minimum qualifications:
Licensed to practice law in the State of New Jersey
Demonstrated experience with New Jersey redevelopment law (LRHL)
Experience representing municipalities or public entities
Strong background in drafting redevelopment agreements and plans
Knowledge of land use law, municipal law, and public finance
5. Proposal Requirements
Proposals must include the following:
5.1 Firm Information
Firm name, address, and contact information
Description of firm structure and relevant practice areas
5.2 Experience and Qualifications
Relevant experience with municipal redevelopment projects
Description of similar engagements (include references)
5.3 Personnel
Identification of key personnel assigned
Qualifications and resumes of assigned attorneys
5.4 Approach
Description of approach to providing redevelopment legal services
Understanding of Township needs and challenges
5.5 Fee Proposal
Hourly rates or alternative fee structure
Identification of reimbursable expenses
5.6 Disclosure Statements
Statement of any conflicts of interest
Affirmative action compliance documentation (if applicable)
6. Evaluation Criteria
Proposals will be evaluated based on:
Relevant experience and expertise (30%)
Qualifications of personnel (20%)
Understanding of redevelopment issues (20%)
Cost effectiveness (20%)
References and past performance (10%)
The Township reserves the right to request additional information or conduct interviews.
7. Submission Instructions
Proposals must be submitted no later than May 28, 2026

Late submissions may be rejected
8. Term of Appointment
The appointment shall be for a term of one (1) year, subject to annual renewal at the
Township’s discretion.
9. General Conditions
The Township reserves the right to reject any or all proposals
The Township may waive informalities or irregularities in submissions
This RFP does not obligate the Township to award a contract
All costs associated with proposal preparation are the responsibility of the
respondent
10. Compliance Requirements
The selected firm must comply with all applicable New Jersey laws, including but not
limited to:
Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.)
Pay-to-Play regulations
Affirmative Action requirements
New Jersey Business Registration Certificate requirements
