Sulak Field Lighting Improvements

The Borough of Park Ridge, Bergen County, New Jersey, is soliciting sealed bids for the Sulak Field Lighting Improvements project. This initiative involves the comprehensive upgrade and installation of new lighting systems for Sulak Field, aiming to enhance visibility, safety, and usability for municipal recreational activities. The scope of work encompasses all necessary labor, materials, equipment, and services required to design, procure, install, test, and commission a complete and functional lighting solution. This includes, but is not limited to, new light poles, fixtures, electrical wiring, controls, foundations, and any associated site work or remediation necessary for a fully operational lighting system in accordance with current industry standards and municipal codes. The project is crucial for the ongoing enhancement of public recreational facilities within the Borough. Prospective contractors must demonstrate full compliance with New Jersey state regulations, specifically N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding Affirmative Action, Executive Order 11246 concerning Equal Opportunity, and all provisions of the Local Public Contracts Law (NJSA 40A:11-1 et seq.). A mandatory requirement includes providing proof of business registration with the New Jersey Department of Treasury, Division of Revenue, as per NJSA 40A:11-23.2, which also extends to all subcontractors. Furthermore, all bidders must be registered with the New Jersey Department of Labor. Drawings, specifications, and standard bid forms, prepared by Neglia Group, will be available for examination at Neglia Group's office, 34 Park Avenue, Lyndhurst, N.J., starting Tuesday, June 16, 2026, at 12:00 PM Local Prevailing Time. Digital copies can be obtained for a non-refundable fee of $10, or hard copies for $200, payable to Neglia Group, LLC. Federal Prevailing Wage Rates will be applicable to this contract, and Small, Minority, and Women’s Business Enterprises are strongly encouraged to participate. Sealed bids must be prepared on the provided Standard Proposal Forms, accompanied by a non-collusion affidavit, and delivered to the Mayor and Council of the Borough of Park Ridge, at Borough Hall, 53 Park Avenue, Park Ridge, New Jersey 07656. Bids must be received no later than Wednesday, July 8, 2026, at 10:00 AM Local Prevailing Time. Each bid submission is strictly required to include a certified check or an acceptable bid bond, equating to no less than ten percent (10%) of the total bid amount, with a maximum cap of $20,000 and a minimum threshold of $500. Additionally, a consent of surety for one hundred percent (100%) of the bid amount, issued by a surety company authorized to conduct business in New Jersey, is mandatory. Bids will remain irrevocable for a period of sixty (60) days following the submission deadline. For mailing submissions, certified mail or another tolerable delivery method should be used, directed to the Borough Clerk at the specified Borough Hall address. The Borough reserves the right to reject any or all bids or to waive any informalities.
