RFQ for Professional Services - 2026 Combined Planning/Zoning Board Substitute/Conflict Attorney

The Borough of Pitman is actively soliciting qualifications from experienced legal professionals for the provision of professional services under a fair and open process for the 2026 calendar year. Specifically, the municipality seeks a Combined Planning/Zoning Board Substitute/Conflict Attorney. These professional services are not subject to public bidding requirements, aligning with N.J.S.A. 40A:11-5 and N.J.S.A. 19:44A-20.5 et. seq. The selected attorney will be responsible for furnishing expert legal counsel and representation to both the Planning Board and Zoning Board in situations requiring a substitute attorney or when conflicts of interest arise, ensuring strict adherence to state statutes, local ordinances, and established board procedures throughout the 2026 term. This Request for Qualifications (RFQ) aims to secure highly competent legal support essential for the Borough's land use, development, and regulatory processes. Prospective applicants are required to be licensed professionals in the State of New Jersey, possessing a minimum of five (5) years of active licensure, and must submit a "Certificate of Good Standing" or an equivalent document verifying their professional license is current and not under suspension or revocation. Each submission must include a comprehensive resume detailing the applicant's post-high school education, specific dates of licensure in New Jersey and any other states, a listing of all professional affiliations and memberships, including any offices held, and the number of licensed professionals associated with the individual or business entity. Furthermore, applicants must provide a record of special accreditations, a comprehensive listing of all previous public entities served, specifying service dates and positions held, and a proposed form of contract along with a detailed fee schedule for services. Interested legal professionals must submit one (1) original and two (2) copies of all requested documents. These documents must be enclosed in a sealed envelope clearly marked "RFQ for Professional Services - Fair and Open Process for 2026" and delivered to Sandra McCafferty, RMC, at 110 S. Broadway, Pitman, NJ 08071. The absolute deadline for receipt of these qualifications is Wednesday, February 4, 2026, by 10:00 a.m.; any submissions received after this precise time will be returned. Additionally, applicants are mandated to provide proof of Business Registration, general liability and professional insurance, an Affirmative Action Statement, a Stockholder Disclosure Certificate, a Non-Collusion Affidavit, an American with Disability Act of 1990 Statement, and Equal Employment Opportunity Language, while also affirming compliance with Prohibited Russia-Belarus Activities & Iran Investments Activities.
