REQUEST FOR PROPOSALS AND QUALIFICATIONS  
FOR 
LEAD ABATEMENT AND LEAD REMEDIATION CONTRACTOR SERVICES 
 
 
Public Notice is hereby given that the City of Plainfield will receive Proposals and Qualifications for Lead 
Abatement and Lead Remediation Contractor Services. Proposals must be received before 11:00 AM 
prevailing time on Friday, June 5th, 2026, at the City of Plainfield, City Hall, 515 Watchung Ave., Plainfield, 
New Jersey 07060. 
 
Proposals are being solicited through a Fair and Open process in accordance with N.J.S.A. 40A:11-51, and 
the Municipal Code of the City of Plainfield, Chapter 2, Article 10, Sections 19, 20, 21, and 22 (Ordinance 
MC 
2011-11). 
Copies 
of 
the 
specifications 
may 
be 
obtained 
by 
email 
request 
to 
cynthia.blake@plainfieldnj.gov  beginning on Thursday, May 14th, 2026, between 9:30 am and 4:30 pm.  
All questions regarding the RFP and Qualifications must be made in writing and emailed to 
cynthia.blake@plainfieldnj.gov. All information requested in the Proposal and Qualification package must be 
provided, or the submitted proposal may be disqualified.  Submissions should be sealed and clearly marked 
outside the envelope to read “Lead Abatement and Lead Remediation Contractor Services' and mailed 
to: City of Plainfield, Attn: Cynthia Blake, QPA, Office of the City Clerk, 515 Watchung Avenue, Plainfield, NJ 
07060. Respondents are required to submit one (1) Original, two (2) copies, and one digital (USB) version 
of their Proposal and Qualifications. Hand-delivered proposals must be delivered to the Office of the City 
Clerk before the deadline stated above. 
 
Proposals may be held by the City for a period not to exceed sixty (60) calendar days from the date of the 
Opening of the Proposals for the purpose of reviewing the proposals and investigating the qualifications of 
the vendors before awarding the contract.  
 
Prospective responders are also required to comply with other provisions of law, including, but not limited 
to, the requirements of: N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, (Disclosure of Ownership) N.J.S.A. 52:32-44 
(P.L. 2004, c.57, (Business Registration) N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c.150. (Affirmative 
Action Compliance/EEO) N.J.S.A. 52:32-55 (P.L. 2012, c.25, (Disclosure of Investment Activities in 
Iran) 42 U.S.C. S121 01 et seq. (Title II of the Americans with Disabilities Act of 1990)
