REQUEST FOR PROPOSALS 
FOR 
ANIMAL CONTROL SERVICES 
 
 
Public Notice is hereby given that the City of Plainfield will accept proposals for Animal Control Services 
for the remainder of Calendar Year 2026, with an option to renew for two additional one-year periods at the 
City's discretion. Proposals must be received before 11:00 AM prevailing time on Tuesday, April 28, 2026, 
at the City of Plainfield, City Hall, 515 Watchung Ave., Plainfield, New Jersey 07060. 
 
Proposals are being solicited through a Fair and Open process in accordance with N.J.S.A. 40A:11-51, and 
the Municipal Code of the City of Plainfield, Chapter 2, Article 10, Sections 19, 20, 21, and 22 (Ordinance 
MC 
2011-11).

specifications 
may 
be 
obtained 
by

request

cynthia.blake@plainfieldnj.gov  beginning on Tuesday, April 7, 2026, between 9:30 am and 4:30 pm. 
Proposals are also available on the City of Plainfield’s website at www.plainfieldnj.gov, scroll down to Quick 
Links, click on Bids and Requests for Proposals.  Respondents will be required to register their names and 
contact information before downloading the RFP. All questions regarding the RFP must be made in writing 
and emailed to cynthia.blake@plainfieldnj.gov. All information requested in the proposal package must be 
provided, or the submitted proposal may be disqualified.  Submissions should be sealed and clearly marked 
outside the envelope with “Animal Control Services' and mailed to: City of Plainfield, Attn: Cynthia Blake, 
QPA, Office of the City Clerk, 515 Watchung Avenue, Plainfield, NJ 07060. Respondents are required to 
submit one (1) Original, two (2) copies, and one digital (USB) version of their proposal. Hand-delivered 
proposals must be delivered to the Office of the City Clerk before the deadline stated above. 
 
Proposals may be held by the City for a period not to exceed sixty (60) calendar days from the date of the 
Opening of the Proposals for the purpose of reviewing the proposals and investigating the qualifications of 
the vendors before awarding the contract.  
 
Prospective responders are also required to comply with other provisions of Law including, but not limited 
to, the requirements of: N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, (Disclosure of Ownership) N.J.S.A. 52:32-44 
(P.L. 2004, c.57, (Business Registration) N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c.150. (Affirmative 
Action Compliance/EEO) N.J.S.A. 52:32-55 (P.L. 2012, c.25, (Disclosure of Investment Activities in 
Iran) 42 U.S.C. S121 01 et seq. (Title II of the Americans with Disabilities Act of 1990)
