Request for Proposals
Public Notice Solicitation for 2026 Proposals for Professional Services Pursuant to the Provisions of
N.J.S.A. 19:44A-20.5. Notice is hereby given that the City of Plainfield will receive Proposals for Housing
Rehabilitation Cost Estimator Services on a Freelance Basis for the City of Plainfield on Wednesday, March
25th, 2026, at 11:00 A.M. in the City of Plainfield, City Hall, 515 Watchung Avenue, Plainfield, New Jersey.
Proposals are being solicited through a Fair and Open process in accordance with N.J.S.A. 40A:11-51, and
the Municipal Code of the City of Plainfield, Chapter 2, Article 10, Sections 19, 20, 21, and 22 (Ordinance
MC 2011-11). Copies of the specifications may be obtained by email request to
cynthia.blake@plainfieldnj.gov beginning on Wednesday, March 11, 2026, between 9:30 am and 4:30
pm. Proposals are also available on the City of Plainfield’s website at www.plainfieldnj.gov, scroll down to
Quick Links, click on Bids and Requests for Proposals. Respondents will be required to register their
names and contact information before downloading the RFP. All questions regarding the RFP must be
made in writing and emailed to cynthia.blake@plainfieldnj.gov. All information requested in the proposal
package must be provided, or the submitted proposal may be disqualified. Submissions must be sealed
and plainly marked on the outside of the sealed envelope, indicating the services for which the
Proposal is submitted. Prospective respondents are hereby notified that an Original, two (2) copies,
and one (1) digital (USB) proposal must be submitted to the City. Hand-delivered proposals must be
delivered to the Office of the City Clerk before the prevailing date and time indicated above.
Prospective responders are also required to comply with other provisions of Law including, but not limited
to, the requirements of: N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, (Disclosure of Ownership) N.J.S.A. 52:32-44
(P.L. 2004, c.57, (Business Registration) N.J.S.A. 34.11-56.25, et seq. (P.L. 1963, c.150. (Affirmative
Action Compliance/EEO) N.J.S.A. 52:32-55 (P.L. 2012, c.25, (Disclosure of Investment Activities in
Iran) 42 U.S.C. S121 01 et seq. (Title II of the Americans with Disabilities Act of 1990)
