2026 Public Notice –  The Designation of Redevelopers for the Homeownership Small Lots Redevelopment Program

The City of Plainfield, New Jersey, is issuing a Request for Qualifications (RFQ) for the Designation of Redevelopers for its Homeownership Small Lots Redevelopment Program. This initiative aims to identify and designate qualified redevelopers who will undertake the development of small lots for homeownership within the city. The program is part of a broader effort to revitalize specific areas and promote residential development, contributing to the city's housing stock and economic growth. The scope of work involves the comprehensive development of these designated small lots, from planning and design through construction and sale, adhering to the City's master plan and redevelopment objectives. This solicitation follows a Fair and Open process as mandated by N.J.S.A. 40A:11-51 and relevant sections of the Municipal Code of the City of Plainfield, specifically Chapter 2, Article 10, Sections 19, 20, 21, and 22 (Ordinance MC 2011-11). Prospective redevelopers must provide all requested information within the proposal package to avoid disqualification. While specific licenses are not detailed, mandatory compliance with various New Jersey statutes is required. These include N.J.S.A. 52:25-24.2 for Disclosure of Ownership (P.L. 1977, c.33), N.J.S.A. 52:32-44 for Business Registration (P.L. 2004, c.57), N.J.S.A. 34:11-56.25 et seq. for Affirmative Action Compliance/EEO (P.L. 1963, c.150), N.J.S.A. 52:32-55 for Disclosure of Investment Activities in Iran (P.L. 2012, c.25), and adherence to Title II of the Americans with Disabilities Act of 1990 (42 U.S.C. S121 01 et seq.). There are no mandatory pre-bid meetings or site visits specified for this RFQ. Proposals are officially due on Tuesday, August 18th, 2026, at 11:00 AM. Submissions must be hand-delivered to the Office of the City Clerk at City Hall, located at 515 Watchung Ave., Plainfield, New Jersey 07060. Each submission must be sealed, plainly marked on the outside with the proposal title, and include one original and two (2) copies.
