Authorizing Professional Services Agreement with S. Maurice Rached PE, PTOE and
Regional Director, Colliers Engineering & Design, Hamilton, NJ to serve as Board Traffic
Engineer
WHEREAS, there exists a need for Professional Traffic Engineering Services to assist the Raritan
Township Planning Board ("Planning Board") from time to time as a non-fair and open contract
pursuant to the provisions of N.J.S.A. 19:44A-20.5; and,
WHEREAS, the Planning Board has determined that S. Maurice Rached, PE, PTOE of Colliers
Engineering & Design should be awarded the contract; and,
WHEREAS, N.J.S.A. 40A:11-5 of the Local Public Contracts Law (N.J.S.A. 40A:11-11 et seq.)
exempts such services from competitive bidding; and,
WHEREAS, the Chief Financial Officer has provided a certification that sufficient funds are
available for payment of this contract; and,
WHEREAS, prior to the execution of a contract, a completed Business Entity Disclosure
Certification be submitted which certifies that no individual with a 10% interest or larger has made
any reportable contributions to a political party or candidate for the Township Committee or Planning
Board of the Township of Raritan in the previous year, and that the contract will prohibit any
individual with a 10% interest or larger from making any reportable contributions through the term of
the contract, however this not be construed as affecting the eligibility of any business entity to
perform a public contract because that entity made a contribution to any committee during calendar
year 2026, pursuant to N.J.S.A. 19:44A-20.4 et seq.
NOW, THEREFORE, BE IT RESOLVED by the Planning Board as follows:
1. S. Maurice Rached, PE, PTOE of Colliers Engineering & Design is hereby awarded
the agreement to serve as a Traffic Consultant to the Planning Board as needed.
2. The Planning Board Chair recommends to the Raritan Township Committee to
execute the Agreement with S. Maurice Rached, PE, PTOE and Colliers
Engineering & Design.
