Consulting Services to Achieve New Jersey Law Enforcement Accreditation Commission (NJLEAC) Accreditation

The Borough of Raritan is actively seeking professional consultant services to guide its Police Department through the rigorous New Jersey Law Enforcement Accreditation Commission (NJLEAC) accreditation process. This critical engagement involves a comprehensive scope of work, including the assignment of a Lead Accreditation Manager who will collaborate closely with the Raritan Police Department's Accreditation Manager(s). Key responsibilities encompass a thorough review of existing procedures, drafting and updating policies to ensure full compliance with the 112 or more core standards mandated by NJLEAC and the New Jersey State Association of Chiefs of Police (NJSACOP). The successful consultant will also provide essential support in completing the accreditation application, preparing all necessary documentation, troubleshooting, and delivering updated Standard Operating Procedures (SOPs) in compatible electronic formats. The project's ultimate objective is to achieve NJLEAC accreditation within a 12-month timeframe from the contract award, with a preference for strategies that demonstrate greater efficiency. Prospective consultants must demonstrate substantial expertise, requiring a minimum of three years of experience in NJLEAC & NJSACOP Accreditation Standards Review and Interpretation, coupled with proven success in managing accreditation for at least three County Prosecutor Offices and five municipal Law Enforcement agencies within New Jersey. A strong working knowledge and hands-on experience with the NJLEAC Accreditation Software are essential. Additionally, candidates must have successfully served as a New Jersey CALEA Team Leader, NJSACOP, or NJLEAC Team Leader during an on-site assessment. Compliance with statutory requirements includes providing proof of licensure for professional services in the State of New Jersey for either the firm or the responsible individual. While no mandatory pre-bid meetings are specified, the project includes a mandatory kick-off meeting post-contract award.
