Improvements to Richard Street Neighborhood

The Borough of Raritan, Somerset County, New Jersey, is soliciting sealed bids for the "Improvements to Richard Street Neighborhood" project. This extensive public works initiative encompasses milling and paving 24,258 square yards of roads, including the full length of Richard Street and sections of intersecting thoroughfares such as Brooklyn Avenue, New York Avenue, Elizabeth Avenue, Riverside Avenue, DeCicco Drive, and DiPaolo Court. The scope of work also involves intermediate course leveling to address existing ponding areas, ADA improvements for roads with sidewalks, and significant concrete work comprising approximately 500 square yards of sidewalk and reinforced aprons, alongside 1,700 linear feet of 9x18 concrete vertical curb replacement on intersecting streets. Additional site enhancements include new signage installation, driveway repairs, comprehensive restoration efforts, and inlet reconstruction, with specific portions of the work partially funded by the NJDOT 2025 Municipal Aid Grant. Prospective contractors are mandated to be registered with the NJ Department of Labor under the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51) and with the NJ Department of Treasury, Division of Revenue, pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A.52:32-44) at the time bids are received. Bidders must also comply with various statutory requirements, including Affirmative Action (N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1.1 et seq.), Prevailing Wage (P.L. 1963, c. 150 & P.L. 2021 c. 301), Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.), and Pay to Play (P.L.2004, c.19 & P.L.2005, c.271). Sealed bids, prepared using the Bid Form provided in the Contract Documents, must be plainly marked with the project name and bidder’s information on the outside envelope. Bids must be delivered to the Borough of Raritan Municipal Building, located at 9 W Somerset Street, Raritan, NJ 08869, Attention: Eric Colvin, Borough Administrator, before the submission deadline of June 24, 2026, at 10:00 AM. A mandatory Bid Security, not less than ten percent (10%) of the total bid amount but not exceeding Twenty Thousand Dollars ($20,000.00), is required per N.J.S.A. 40A:11-21. Additionally, a Certificate of Consent of Surety from a Surety Company, indicating agreement to act as surety and guarantor for contract performance, must accompany the bid.
