Improvements to Richard Street Neighborhood

The Borough of Raritan, located in Somerset County, New Jersey, is inviting sealed bids for significant "Improvements to Richard Street Neighborhood." This comprehensive public works project entails milling and paving an extensive area of 24,258 square yards of roads, encompassing the entire length of Richard Street and critical sections of intersecting thoroughfares such as Brooklyn Avenue, New York Avenue, Elizabeth Avenue, Riverside Avenue, DeCicco Drive, and DiPaolo Court. A key component of the paving strategy involves the use of intermediate courses for precise leveling to rectify existing areas of ponding along curbs and other locations as directed in the field. Furthermore, the project includes essential ADA improvements slated for roads that currently feature sidewalks, alongside substantial concrete work comprising approximately 500 square yards of sidewalk and reinforced aprons, and 1,700 linear feet of 9x18 concrete vertical curb replacement on the intersecting streets. Additional site enhancements involve the installation of new signage, meticulous driveway repairs, comprehensive restoration efforts, and critical inlet reconstruction. Notably, the work on Riverside Avenue, DeCicco Drive, and DiPaolo Court is partially financed through the NJDOT 2025 Municipal Aid Grant, underscoring the project's strategic importance and funding structure. Prospective contractors are required to meet specific registration and surety requirements to be eligible for this municipal bid. Bidders must be duly registered with the NJ Department of Labor under the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51) and with the NJ Department of Treasury, Division of Revenue, under the Business Registration Act (P.L.2004, c.57, N.J.S.A.52:32-44) at the time bids are received. A crucial component of the submission is a Certificate from a Surety Company, which must indicate explicit consent to be bound as surety and guarantor for the performance required under the Contract Documents. Bids are to be delivered to the Borough of Raritan Municipal Building, located at 9 W Somerset Street, Raritan, NJ 08869, addressed to the attention of Eric Colvin, Borough Administrator. The firm deadline for bid receipt is June 24, 2026, at 10:00 AM, with bids not accepted after this precise time. A bid security is mandatory, requiring an amount not less than ten percent (10%) of the total bid, with a maximum cap of Twenty Thousand Dollars ($20,000.00), as stipulated by N.J.S.A. 40A:11-21.
