Municipal Public Defender Professional Services

The Borough of Raritan is seeking proposals and qualifications from qualified individuals or firms to provide professional services as a Municipal Public Defender. This critical role involves representing indigent defendants within the jurisdiction of the Raritan Borough Municipal Court, encompassing the full scope of defense duties. Responsibilities include handling all phases of assigned defense, such as discovery, pre-trial and post-trial motions and proceedings, as well as fulfilling any other duties mandated by statute, rule, regulation, ordinance, professional conduct rules, or court directives. The municipality emphasizes the importance of providing comprehensive and effective legal representation to ensure due process for eligible defendants. This Request for Proposals (RFP) aims to secure a highly competent legal professional for these essential public services. Prospective contractors must meet stringent minimum qualifications, including a preference for at least two years of experience as a Public Defender or in related Municipal Court practice. Candidates are required to be admitted to and maintain good standing with the Bar of the State of New Jersey, demonstrating their legal authority and ethical compliance. Selection criteria will prioritize qualifications, merit, and cost-competitiveness, evaluating individuals or firms based on their experience with similar services, a list of references, demonstrated ability to provide timely services, and a detailed fee schedule. Required compliance documents include a Business Registration Certificate, Affirmative Action Compliance, Professional Insurance, and a comprehensive Fee Proposal, in addition to adhering to Equal Employment Opportunity and Americans With Disabilities Act guidelines. Proposals are strictly due on Tuesday, December 16, 2014, no later than 11:00 A.M. Submissions must include one original hard copy plus one copy of the full proposal in PDF format on a CD.
