Town-Wide Property Revaluation Services

Raritan Borough, Somerset County, New Jersey, is soliciting Request for Proposals (RFP) for professional services to undertake a comprehensive town-wide property revaluation. The selected firm will be responsible for preparing and executing a complete program for the revaluation of all real property within the municipal boundaries, classifying and appraising each parcel at its fair market value in accordance with N.J.S.A. 54:4-1 et seq., Standard 6 of the Uniform Standards of Professional Appraisal Practice, and New Jersey Administrative Code. This includes utilizing the BRT Computer Aided Mass Appraisal (CAMA) and BRT Imaging systems, preparing separate lists for tax-exempt properties with full valuations, providing comprehensive photographs (front, rear, interior renovations, outbuildings), and supplying a new Microsoft Surface Pro for the Borough's use. The work must commence within thirty (30) days of the contract award, with all inspections completed by November 30, 2026, and the entire revaluation process finalized by December 31, 2026. Prospective contractors must be qualified interested firms capable of providing professional revaluation services, adhering to the "Fair and Open Process" and New Jersey Local Unit Pay-to-Play Law. A mandatory requirement is the exclusive use of the BRT computer aided mass appraisal system; proposals intending to use any other CAMA system or convert data into BRT CAMA will be automatically rejected. Firms must demonstrate a successful track record of service, evidenced by on-time, on-budget, and contract-compliant performance, particularly in revaluation projects with similar valuation characteristics and demographics. Key staff must include a minimum of six (6) existing qualified, trained, and competent in-house field personnel with at least six months of experience, along with Certified Tax Assessors (CTAs), Certified General Real Estate Appraisers (SCGREA), and Certified Residential Real Estate Appraisers (SCRREA) on staff. Companies must confirm appropriate Federal and State licenses to perform property revaluation, and no mandatory pre-bid meetings or site visits are explicitly stated. Proposals must be received by the Borough of Raritan, Office of the Business Administrator, at 22 First Street, Raritan, NJ 08869, no later than 10:00 AM prevailing time on Wednesday, October 29, 2025. Postmarked submissions bearing this date and time will not be accepted. Submissions require one (1) original and six (6) copies in a sealed package, clearly marked “Revaluation Proposal – Borough of Raritan,” with the Company’s full corporate name and address. Required documents include an Executed Letter of Qualification, Letter of Intent, Disclosure Statement, Affirmative Action Statement, Americans with Disabilities Act language, NJ Business Registration Certificate, Non-Collusion Affidavit, Certificate of Liability Insurance and Surety, Pay-to-Play Annual Disclosure Statement, Conflict of Interest Certificate, and a Company’s Disclosure Form and Certification. A performance surety bond, equal to the contract amount and executed by a reputable bonding firm authorized in New Jersey with an AB Best rating, is required at contract execution. This bond is subject to a 10% reduction upon revaluation acceptance and full cancellation after the second year of appeals. Mandatory insurance includes Workers’ Compensation, Comprehensive General Liability ($3,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), Professional Liability ($2,000,000), and Excess Umbrella Insurance ($1,000,000), all naming the Borough as an additional insured.
