--- Document: Professional Traffic Engineering Services --- THE VILLAGE OF RIDGEWOOD 131 North Maple Avenue, Ridgewood, NJ 07450 Request for Proposals For Professional Traffic Engineering Services For the Upgrade of the Signalized Intersection of Oak Street and East Glen Avenue Village of Ridgewood PROPOSAL OPENING Date: Thursday, February 5, 2026 Time: 10:00 am Place: Village Hall Level Three Conference Room 131 North Maple Avenue, Ridgewood, New Jersey 07450 File No. 26011 REQUEST FOR PROPOSALS Proposals will be received by the Village of Ridgewood, in the Level 3 Conference Room, at the Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey, on Thursday, February 5, 2026 at 10:00 a.m. prevailing time, then publicly opened and read aloud for: "Request for Proposals For Professional Traffic Engineering Services For the Upgrade of the Signalized Intersection of Oak Street and East Glen Avenue Village of Ridgewood" The Village of Ridgewood is seeking proposals for professional traffic engineering services for the Village Planning Board and/or Zoning Board of Adjustment for review of development proposals before the Boards. The RFP package may be obtained from the Engineering Division Offices, Level 3, Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07450, (201) 670-5500, extension No. 2238. Proposal packages may be examined or picked up in person between the hours of 8:30 a.m. and 4:30 p.m., at 131 North Maple Avenue, Ridgewood, New Jersey 07450, Monday through Friday. Prospective respondents requesting proposal documents be mailed to them shall be responsible for providing their own postage/delivery service remuneration. No proposal forms shall be given out after 4:00 p.m. on Monday, February 2, 2026. All prices quoted in the proposal must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Proposals may be submitted in person or by mail prior to the proposal opening, addressed to the Office of the Village Clerk. The Village assumes no responsibility for loss or non-delivery of any proposal sent to it prior to the date and time stated for receipt of proposals. Each proposal must be enclosed in a sealed envelope with the name of the respondent thereon and endorsed, "Request for Proposals for Professional Traffic Engineering Services for the Upgrade of the Signalized Intersection of Oak Street and East Glen Avenue in the Village of Ridgewood". All respondents shall present satisfactory evidence of being authorized to do business in the State of New Jersey. All respondents shall also provide a copy of their New Jersey Business Registration Certificate with their proposal. All respondents shall adhere to the requirements presented in the "Request for Proposals". The Village of Ridgewood reserves the right to reject any or all proposals, to waive any informality or to accept a proposal, which in its judgment best serves the interest of the Village. "BIDDERS ARE REQUIRED TO COMPLY WITH THE REQUIREMENTS OF N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27). A complete statement as to these requirements is included in the Request for Proposals. By Order of the Village Manager INTRODUCTION The Village of Ridgewood desires the services of a New Jersey Licensed Professional Engineering firm, specializing in traffic engineering, for the design of a new fully automated traffic signal at the intersection of Oak Street and East Glen Avenue in the Village. A. VILLAGE INFORMATION B. C. The Village of Ridgewood is responsible for issuing this request for proposals (RFP). Respondents requiring information regarding this project shall direct all questions to: Mr. Christopher J. Rutishauser, P.E., CPWM Director of Public Works/Village Engineer Village of Ridgewood 131 North Maple Avenue Ridgewood, New Jersey 07450 (201) 670-5500, Extension 2239 crutishauser@ridgewoodnj.net PRE-SUBMISSION INFORMATION Please contact the Village Engineering Division at 201 670-5500, at extension 2238 for any information regarding the Village of Ridgewood. Rutishauser, P.E., at 201 670-5500, extension 2239 or crutishauser@ridgewoodnj.net Prospective respondents are encouraged to visit the location of the proposed design work. BACKGROUND The intersection location of Oak Street and East Glen Avenue currently has a flashing red/amber signal (amber for the traffic on East Glen Avenue directions, and red for the traffic on Oak Street directions). Oak Street is a Village of Ridgewood roadway and East Glen Avenue is a Bergen County roadway. The intersection has had a number of motor vehicle accidents (detailed data is available from the Village Police Department Traffic Bureau) leading to requests to upgrade the intersection traffic signalization to that of a modern up-to-date traffic signal with full traffic sensor controls for an optimize intersection signal. 2 All work for the upgrade of the intersection's traffic signal shall comply with the Manual on Uniform Traffic Control Devices for Streets and Highways, 11th Edition issued December 2023, (MUTCD), the requirements of County of Bergen Department of Public Works, Division of Engineering, and the NJDOT 2019 Edition Standard Specifications for Road and Bridge Construction. D. PROPOSED SCOPE OF WORK The successful respondent (engineer or engineering firm) shall provide professional traffic engineering services for the upgrade of the traffic signal at Oak Street and East Glen Avenue in the Village. All proposed work and recommendations shall meet acceptable professional practice standards. The Scope of Work includes, but is not limited to the following tasks: Review existing available traffic studies, accident reports, etc. to develop warrants in accordance with MUTCD for the signal upgrade. Design a new traffic signal for the intersection in compliance with MUTCD, 11th Edition. The proposed design shall reuse as much as possible of the existing flashing signal. Coordinate the design with Bergen County Department of Public Works, Division of Engineering. The proposed traffic signal shall have the ability to coordinate traffic movements and cycles with the Bergen County traffic signal at East Glen Avenue and North Maple Avenue. The proposed traffic light shall incorporate leading green left turn signals activated by overhead sensors where appropriate due to turning volumes. Any equipment proposed for the traffic signal shall be compatible with the equipment the Village utilizes at other Village traffic signals (lights, arms, masts, controllers, etc.). Work to coordinate with the Village's Department of Public Works, Division of Traffic and Signals. Design the proposed traffic signal with appropriated lane enlargements or dedicated lanes that will enhance traffic movement. The proposed signal shall incorporate pedestrian safety features to assist pedestrians in crossing both East Glen Avenue and Oak Street. Provide an engineer's cost estimate for the proposed improvements. Attendance at three (3) public meetings to present the proposed design. Ε. PROPOSAL SUBMISSIONS Respondents (consultants) who wish to be considered for selection as the professional engineer for the described work must submit a complete response to this RFP. All proposals shall become the property of the Village of Ridgewood. 3 The proposal shall include the cost of any and all sub-consultants deemed necessary. All proposals shall be specifically written for this project and shall include: 1.) The firm's clear, concise understanding and approach to the scope of work and ability to adhere to the required schedule. 2.) Qualifications of the firm to perform this project based upon similar past work experience. Past work shall be documented in the respondent's proposal with contact names and information. 3.) Key personnel that will be assigned to this project and their qualifications. Please present the New Jersey Professional Engineer's License Numbers for all personnel to be involved with the project. 4.) Completed and signed Cost Proposal Form as provided with this RFP. 5.) Satisfactory evidence of Professional Liability Insurance, and other insurances as may be required by the Village. 6.) 7.) Copy of the respondent's New Jersey Business Registration Certificate. Completion and submittal of the attached Schedule C 8.) A unit price schedule in accordance with the requested for services plus the respondent's firm standard rate of charges. 9.) Satisfactory evidence of compliance with N.J.S.A. 10:5-31 et seq. (P.L. 1975, C. 127) N.J.A.C. 17:27 10.) Completion and submittal of Schedule I, Disclosure of Investment Activities in Iran ONE (1) ORIGINAL AND NINE (9) COPIES OF EACH RESPONDENT'S PROPOSAL SHALL BE SUBMITTED TO THE LEVEL 3 CONFERENCE ROOM, VILLAGE HALL, AT: 10:00 AM on Thursday, February 5, 2026. F. G. RIGHT TO REJECT The Village reserves the right to reject any or all proposals and to award this project in whole or part; to waive any informalities, if in its sole discretion is in the best interest of the Village. ADDENDA The Village reserves the right to amend, add or delete any of the requirements of the RFP. If it becomes necessary, a written addendum will be issued to all firms who were registered at RFP pickup. Firms shall acknowledge receipt of such addenda, if issued, in their proposals. 4 H. COSTS I. The Village recognizes that labor efforts and out of pocket expenses will be expended by engineering firms to provide a response to the RFP. The Village shall assume no responsibility or liability in this regard for any costs incurred by a respondent who submits a proposal or a firm who performs some work to submit a proposal and then abandons its effort and does not submit a proposal or is not the selected successful respondent. PROPOSAL EVALUATION The Village will evaluate all proposals submitted within the guidelines established herein. Evaluation criteria will include: • • • • • • • • • Demonstration that the prospective respondent understands what the Village requires for the upgrade of the traffic signal at Oak Street and East Glen Avenue with respect to traffic issues at the intersection. Ability to be prepared to answer traffic related questions during hearings. Familiarity with Bergen County requirements for a traffic signal involving one of their roads. The project team proposed by the respondent. Team leaders, staffing and consultants. Specific responsibilities of the various team members. Delineation of management tasks of the intended project. Capability of the respondent to integrate this project into the Firm's present workload to allow performance of the work within the Village's timetable. Consideration will be given to the responding firm that proposes that one Professional Engineer will be responsible for all of the design work due to the relatively small scope of this project. Past experience of the project team and its individual members as it relates to traffic signal design. Satisfactory evidence of membership and status with ITE or comparable professional organization devoted to traffic engineering. The overall experience of the respondent firm's background, size, present workload and experience on projects of a similar size and scope. Experience and familiarity with the MUTCD and NJDOT requirements. Anticipated time for completion of each phase of the work. 5 J. • Affidavits of Professional Liability Insurance. • • • Percentage of the total work actually performed by the respondent. Satisfactory vetting of any potential conflicts of interests with prospective applicants and any prior presentations to Village Land Use Boards (Planning Board, Village Council, and Zoning Board of Adjustment). Experience and familiarity with Village of Ridgewood traffic concerns and issues. Local knowledge of traffic issues is mandatory. Selected firms will be required to submit "Pay to Play" forms prior to retention by the Village AFFIRMATIVE ACTION REQUIREMENTS The Contractor specifically agrees to comply with the affirmative action requirements as set forth in the attached Exhibit "A": VILLAGE OF RIDGEWOOD Cost Proposal Form Effort Required for the Proposed Scope of Work Phase I: Development and validation of warrants for the intersection traffic signal upgrade. $ Phase II: Design of traffic signal improvements at the intersection addressing the Village's concerns $ Phase III: Preparation of Engineering Plans and Specifications for bidding the proposed traffic signal upgrades. $ Phase VI: Detail cost estimate for the construction of proposed Improvements. $ 6 Phase V: Construction services for the intersection traffic signal upgrades $ Total Fee $ Fee for Public Meetings, in excess of three meetings called for in the scope of services $ /per meeting Fee for meetings with Village professional staff $ /per meeting The aggregate total fee will be used to assist in the selection of a firm by the Village.
